Massive illegal promotions in Liaquat University Hospital(LUH), Hyderabad were detected which were allegedly made on the directives of Medical Superintendent obstructing better service delivery to public in hospital based on Hyderabad and Jamshoro units.
Sources in the hospital said that more than 300 employees including officials were either promoted on own pay scale (OPS) basis (out of turn or illegally promoted without following service rules and regulations. For instance, Gul Shedi was working as a senior clerk in PBS-14 but he was illegally promoted to PBS-17 as Office Superintendent", sources said. Besides this, Muhammad Sharif Palari was a ward servant in PBS-1 and promoted to PBS-9 as dresser and later promoted to PBS-16 as a senior dresser within a short span of time and now, he was deputed as Store In-charge and In-charge Local Purchase (LP), sources said.
Altaf Rajpar was working as a cook and promoted and posted at OT Technician in PBS-16 in Cardio Surgery Department, sources said. Aijaz Moulai, a ward servant, was promoted without following service rules and regulations and made him as a kitchen In-charge. In the same way, Daim Korejo was working as a Storekeeper in PBS-6 and now, he was re-designated illegally as In-charge Zakat.
Qadir Rajpar was a dispenser and now he was made an In-charge of Bulk Store and Nasreen Junjejo was forcibly removed from the designated position despite of being senior and having more experience than him. Waheed Samo was appointed during a ban period illegally in PBS-1 and now he re-designated illegally as computer operator. Sources said that all those promotions and re-designation were made not to ensure better service delivery to public but they are made to give opportunities to them to earn through un-fair means.
"Whatever amount, they earned through corruption and other unfair means, would be distributed equally among all higher officials and other staff concerned", sources alleged. Under service rules and regulations, no one could be promoted to higher grade without following rules, they said adding even Supreme Court also gave verdict in which it was clearly mentioned that no one could be promoted illegally.
