UN-World Meteorological Orgnisation's (WMO) Secretary General has appointed Dr Qamar-uz-Zaman Chaudhry his Special Envoy on Disaster Risk Reduction and Climate Services for Asia. He has represented WMO in the sixth Asian Ministerial Conference on DRR held in Bangkok from June 22-26.
The appointment comes amid preparations for the post-2015 Hyogo Framework for action "HFA2," which will succeed the 10-year Hyogo Framework for Action (HFA) created at the 2005 conference in Kobe, Hyogo, Japan. At the same time, 2015 hopefully see the adoption of the Sustainable Development Goals (SDGs) as a replacement to the MDGs, and a new global treaty on climate change.
All these instruments should enable actions at all levels to manage disaster risk, climate change and a way that facilitate sustainable development. The Sustainable Development Goals (SDGs) are due to replacement of the Millennium Development Goals (MDGs) in 2015. There is widespread agreement that the impacts of climate change will hinder global efforts to eradicate poverty. Nevertheless, how climate change will be integrated into the post-2015 development framework and the SDGs is still a topic of hot debate within the UN system.
The HFA sets five priorities for action, and offers guiding principles and practical means for achieving disaster resilience. Its goal is to substantially reduce disaster losses by 2015 by building the resilience of nations and communities to disasters.
Dr Chaudhry an eminent climate change expert is the lead-author of Pakistan's first National Climate Change Policy, and an expert reviewer of number of International Reports and Studies, prominent one are the IPCC recent 5th Assessment Report, World Bank Commissioned Report: "Turn Down the Heat: Science Based Regional Case Studies and Global Hotspots" March, 2013 and many others. Dr Chaudhry former DG meteorological department, and till recently worked as senior advisor (climate change) LEAD Pakistan and presently working with UNDP Islamabad as a National Climate Change Expert.-PR
