Pakistan People's Party (PPP) has proposed Pakistan Muslim League-Nawaz (PML-N) to constitute a permanent Parliamentary Committee on National Security for thoroughly deliberating national security and foreign policy issues with all stakeholders including the military.
The proposal was given by Senator Raza Rabbani on Wednesday on the floor of the Parliament during joint session. He also proposed the government to form another three separate parliamentary committees ie, pertaining to rules of procedure and conduct of business, stuck-up bills in the National Assembly or Senate and selecting three to four senators as observers in the meetings of National Assembly Public Accounts Committee (PAC) by passing a resolution in the joint-sitting of the Parliament.
Raza Rabbani said that the previous government of PPP had constituted a parliamentary Committee on National Security, which discussed the issues with stakeholders relating to national security including Nato supply, air strikes from Afghanistan side and foreign policy.
He said, "The Committee can play a pivotal role for dialogues among the institutions and become collective voice of all the stakeholders. The Committee will hold talks with all stakeholders and to develop understanding among them on various issues." Raza Rabbani said that another Parliamentary committee should be constituted by the PML-N government for selecting three to four Senators which would sit and observe the proceeding of the PAC.
While drawing attention to the government to the rules 21, 22, 23, 26 and 27 of parliament and bills which were referred to joint-sitting of the parliament, he said two separate parliamentary committees should be formulated. He said that controversial bills should be referred to the parliamentary committee for discussion before passage from both houses. Leader of Opposition in the National Assembly Syed Khursheed Ahmed Shah seconded the proposal of Senator Raza Rabbani and said that opposition would support the PML-N government and it is batter for strengthening the Parliament. He said that the opposition is ready to sit with the government to discuss the proposals given by Raza Rabbani. Speaker Sardar Ayaz Sadiq said that he would request the PML-N government to sit with the opposition and discuss the proposals.
