"The Torture, Custodial Death and Custodial Rape (Prevention and Punishment) Bill, 2014" was introduced in the National Assembly, which proposes life imprisonment and maximum fine of Rs 3 million or the amount fixed as Diyat whoever commits the offence of custodial death or custodial rape.
The Bill was moved by Maiza Hameed of Pakistan Muslim League-Nawaz (PML-N) in the National Assembly which provides for the prevention of all acts of torture, custodial death and custodial rape perpetrated by public servants or any person acting in an official capacity and for the protection of citizens of Pakistan and of all other persons from such acts.
The chair referred the Bill to the concerned Committee. Earlier, while responding to a calling attention notice, Minister of State for Petroleum and Natural Resources Jam Muhammad Kamal informed the House that cock-valves on gas meters is not mandatory, but an optional service. He said any individual can get this service for emergency or any other reason. He said the concerned department will be directed to survey the gas pipes in the area and replace the damaged ones.
While responding a member of Jamaat-i-Islami (JI) Shahibzada Tariqullah, Minister of State for Parliamentary Affairs Aftab Ahmed Sheikh assured the House that he would contact Prime Minister Nawaz Sharif and opposition leader Syed Khursheed Shah to request them to finalise the name of Chief Election Commissioner as soon as possible.
The Minister for Inter-Provincial Co-ordination, Riaz Hussain Pirzada informed the House that National Disaster Management Authority and Provincial Disaster Management Authority of Sindh were ready to meet any eventuality in the wake of cyclone (Nilofar). Responding to points raised by Dr Fehmida Mirza, the Minister said the Metrological Department was monitoring the situation and issued proper advisories to the concerned departments including Sindh and Balochistan governments and coast guards. He said that the Sindh government has been asked to shift the people from low lying areas particularly in Badin and Thatta to safer places to avoid losses. Sardar Awais Ahmed Leghari also presented the first periodical report of the Standing Committee on Foreign Affairs in the House.
