The National Accountability Bureau (NAB) has ordered an inquiry against officers/officials belonging to Ministry of Special Initiatives who have allegedly siphoned off millions of rupees from 'Clean Drinking Water for All' (CDWA) projects. An official of NAB said that the bureau has received a complaint alleging that officials of Ministry of Special Initiatives had committed huge corruption in awarding of tender of the project.
He said that NAB has ordered an inquiry to ascertain facts and those who are allegedly involved in the irregularities/corruption be brought to justice for causing huge loss to the national exchequer, the official said. The complainant alleged the concerned ministry did not conduct a feasibility study, consultative process whereas no maintenance contract of the project was made, he said.
He said that the project started by the Ministry of Environment, was prepared at a cost of Rs 15,843.356 million and was cleared by ECNEC in 2006. Later the project was transferred to Ministry of Special Initiatives in October, the same year. Ministry of Science and Technology was assigned the task to provide technical advice on the quantity and quality of the underground water in selected locations, he said.
He said that the project was initiated in 2006 and was to be completed in November 2010 to provide clean drinking water to the residents of 40 districts in Pakistan. The official said that under the project a total of 6,626 filtration plants were to be installed at different locations country-wide and in Azad Jammu and Kashmir and Northern Areas. Out of 6,626 plants only 294 plants were installed, he said.
