The Sindh High Court (SHC) directed the in charge of Karachi operation on Thursday to appear in the court and spell out the mechanism in which police and paramilitary forces were conducting the raids. Headed by Justice Ahmed Ali M Shaikh, a division bench also instructed the Additional Inspector General of Police, Ghulam Qadir Thebo to bring with him the notification regarding delegation of powers to the Rangers.
Two-member bench gave these directions while hearing a petition filed by Mahpara Baloch seeking recovery of his brother, Nabeel Ahmed, said to be arrested by law enforcement personnel. At the outset of hearing, a senior police official filed a comprehensive report on behalf of AIG regarding the mechanism for dealing with missing persons cases. The court took on record the report.
In the report, AIG submitted that he had directed all DIGPs and CIA branch to establish the cells with immediate effect and depute a SP level officer to collect the data about the missing persons' cases within their jurisdictions on daily basis. The same data would be forwarded to crime branch, CID, SIU and AVCC for the probe into the cases. Then, reports would be submitted to SHC's MIT-II on daily basis.
He said the missing persons cases are dealt with an extra care and all possible efforts are made to trace out the whereabouts of all such alleged missing persons and produce them in the relevant courts. The court directed SSP Investigations-I South Naveed Khawaja to conduct thorough investigation into the case of Nabeel Ahmed, who was missing August 30 and submit a report. The petitioner, Mahpara Baloch submitted that Nabeel, son of Kachkol Baloch, the former provincial minister of Balochistan, was picked up by law enforcement personnel on August 30. Since then his whereabouts have been unknown to his family.
