The Sindh High Court (SHC) directed the incharge Karachi operation, additional inspector general (AIG), Ghulam Qadir Thebo on Tuesday to work out a mechanism for the operation with the Rangers officials so that no complaint is made against it by any quarter.
Headed by Justice Ahmed Ali M Shaikh, a division bench, gave two-week time to AIG to arrange a meeting with the responsible officials of Pakistan Rangers and devise an strategy in relation to ongoing operation in Karachi. What concerned the judges was that the paramilitary force conducted raids without making an entry at the police station and constitutional petitions complaining about unlawful detention by paramilitary forces were going up.
On Tuesday, the AIG submitted to the court a notification whereby the federal government has given the Rangers force policing powers but he was unable to satisfy the court about raids being conducted by the Rangers personnel without making an entry in area police record.
The court was hearing a petition filed by Mahpara Baloch seeking recovery of his brother, Nabeel Ahmed, said to be arrested by law enforcement personnel. The court directed DSP Kalakot police station to conduct an investigation into the case of Nabeel Ahmed, who was missing since August 30 and submit a report. The petitioner's counsel had submitted that Nabeel, son of Kachkol Baloch, the former provincial minister of Balochistan, was picked up by law enforcement personnel on August 30. Since then his whereabouts were unknown to his family.
He said that his family members approached the concerned police station to seek information about his whereabouts but police officials showed ignorance about the incident. The counsel said that missing boy had nothing to do with the any political party or any illegal activity. He apprehended that he might be killed in a fake encounter by law enforcers. Therefore, he pleaded to the court to order law enforcement officers to produce him in the court.
