The Islamabad High Court (IHC) on Thursday directed the federal government to upgrade bureaucrats from BPS-20 to BPS-21 whose promotion have been stopped under the Prime Minister's order, within three-day.
Chief Justice IHC, Muhammad Anwar Khan Kasi heard a contempt of court petition filed by bureaucrats, who were recommended by the Central Selection Board (CSB) for promotion, but the PM ordered the CSB to review their promotion cases.
The CJ had earlier declared the PM's order null and void and ordered that bureaucrats should be promoted according to the recommendations of CSB. During the course of proceeding, the CJ directed the federation to implement the court order in which it was stated that bureaucrats should be promoted according to the recommendations of CSB, within three days and sought report from the federation on the matter till Monday.
Asma Jahangir counsel for the petitioner appraised the court that CSB in February 2014 recommended a large number of officers from six different service groups for promotion from BPS-20 to BPS-21. She contended that the federation has not promoted the said officers despite the court order. She added that the government has filed an appeal in the apex court against the court order which was dismissed by the Supreme Court.
The CSB had recommended promotion of 44 DMG, 11 police and 21 foreign service officials in February 2014; however, the PM Nawaz Sharif had ordered to review promotion cases of 18 officials of Administrative Services, 5 Police Service and 4 Foreign Service, she added. Later, the court adjourned proceeding till Monday.
