Public Accounts Committee (PAC)'s sub-committee directed FIA on Thursday to provide details of challans against a 'Soan Gardens' housing society scam on Friday (today). The committee's meeting was held with Sardar Ashiq Hussain Gopang in the chair and examined the audit reports of Cabinet Division for year 2007-08.
The audit report revealed that no objection certificate was issued on August 9, 2004, to the sponsors of housing scheme namely 'Soan Gardens'. The sponsors were required not to utilise and transfer the plots mortgaged with the CDA to anyone until the same were redeemed by the authority in favour of the society. The sponsors of the society sold 491 Kanals and 16 Marlas land which was mortgaged with CDA without redemption by the Authority. This resulted in irregular sale of 491 Kanals 16 Marlas of land, valuing Rs 491.2 million.
The sponsors of the society irregularly created plots on the land reserved for Model College, Jamia Mosque, Park Area reserved for amenities as per approved layout plan. This resulted in irregular creation and sale of plots on land of 239.90 Kanals having value of Rs 479 million.
The society further reduced the width of planned streets from 40/45 to 30/35 feet. This resulted in unauthorised reduction of width of streets and unauthorised sale of land worth Rs 124.6 million. The society also approved layout plan and made irregular allotments of 125 additional plots of different sizes, which actually did not exist. The matter has been under investigation of NAB and FIA since 2004. The committee also directed Capital Development Authority (CDA) to take the matter of waving of property tax on hospitals and educational institutions of capital city to CDA board. Audit officials informed the committee that CDA did not recover property tax for the year 2006-07 against various educational institutions in Islamabad.
