Dues against head of NHP: KP government warns to boycott next NFC Award meeting
Khyber Pakhtunkhwa government has warned of boycotting from the upcoming meeting of National Finance Commission (NFC) Award, if the Centre didn't ensure payment dues on head of net-hydel profit (NHP) and other financial liabilities and due rights.
"We are considering not to attend the forthcoming meeting for the 8th National Finance Commission Award, which would be held in June next, after step-motherly attitude of the federal government towards releases hefty of amount dues for longer period on head of net hydel profit, meagre spending of PSDP funds and other financial rights, said KP Minister for Finance Muzzafar Said Advocate while talking to media persons, here at Peshawar Press Club on Tuesday.
Similarly, he said the federal government didn't fully utilise allocations of various developmental schemes under Public Sector Development Programme (PSDP). He said the government was using delaying tactics in releasing funds for PSDP schemes of Khyber Pakhtunkhwa. He said the discrimination with smaller federation units must be ended.
The current 7th NFC award is set to expire on June 30, 2015, which was signed by all the political parties on December 30, 2009. The minister said the federal government was liable to payout Rs 654 billion dues of Net hydel profit from 2005-06 to 2014 as per AGN formula.
According to recommendations of the federal government, constituted committee, he said the Centre would assure to payout Rs 138 billion as dues on head of NHP to KP. However, he lamented that the Wapda didn't timely ensure payment of Rs 6 billion (capped) under NHP per annum.
Giving statistical figures, the minister said a sum of Rs 663 billion had allocated under PSDP for Khyber Pakhtunkhwa, during financial year 2010-11. Of the total amount, he added the federal government spent only Rs 9.40 billion, with ratio of 1.42 percent. During fiscal year 2011-12, he maintained that Rs 730 billion had been allocated for PSDP schemes for KP, out of which only an amount of 4.11 percent was utilised.
Likewise, he said, the amount of various uplift projects under PSDP allocations in KP, was only 2.26 percent spent during financial year 2012-13, while the federal government was hesitant to provide details and data of exact allocations of PSDP for KP, during fiscal period 2013-14 and 2014-15.
"The federal government is bound to pay billions of rupees to Khyber Pakhtunkhwa as per formula under previous National Finance Commission Award, the minister added. He demanded the Centre to utilise entire allocations of amount for various developmental schemes under PSDP in KP.
The minister said the federal government being received billions of dollars under the coalition support funds (CSF), but KP didn't get any share from these funds, despite the prolonged militancy and terrorism in this region, he regretted. Owing to adverse affected by ongoing war against terrorism, he asked the Centre to provide two thirds share from CSF to revive business, create employment opportunities and stabilise war-torn economy in KP.
He also accused the federal government of ignoring Khyber Pakhtunkhwa and other smaller federating units, in chairmanship of Federal Planning Commission, and demanded the chairman should also be appointed from KP and Balochistan, on rotation basis. "Our health, education and other facilities have been overburden, due to hosting Afghan refugees for longer period, couple with influx of internally displaced person (IDPs) from Fata, the Minister observed. He further said that about 13 percent resources were utilised by people belonging from tribal region, which totalling financial amount of Rs 52 billion per annum under the current scenario. He said the federal government had always ignored in allocations and provision of funds at every aspects.
The minister said the KP would generate Rs 20 billing through collection of excise duty on oil exploring, which is constitutional right under Article 161 (1) (B) of the Constitution. But, he said, the Centre didn't allow imposition of levy, aimed at to remain financially paralyse the Khyber Pakhtunkhwa, he regretted. He demanded of the government to immediate impose levy on exploring of oil in KP, by following the constitution of the country.
