Suspending the licence of Irfan Qadir, former Attorney General for Pakistan and the counsel for Inspector General Police Sindh, on Thursday, the Supreme Court issued him show cause notice why his licence should not be revoked. A three-member bench headed by the Justice Jawwad S Khawaja resumed the hearing of a petition filed against procurement of Armoured Personnel Carriers (APCs) by the Sindh government from Serbia instead of local vendors.
During proceedings, Justice Jawwad S Khawaja asked Qadir about the capacity in which he is representing the Sindh police without submitting a Vakalatnama, adding that a lawyer could not plead a case without the authority of a party to the case.
To which, Qadir said that nothing is wrong if he is representing the Sindh Police in the matter and added that Chief Minister Sindh is above the authority of a judge whose decision cannot be questioned, adding that he never submitted Vakalatnama in the apex court during his entire career.
Expressing no-confidence over the bench, Irfan sought recusal of Justice Jawwad S Khawaja from the bench and alleged that the court has exerted pressure on the Sindh government lawyer Farooq H Naek by declaring the APC contract void.
Justice Jawwad S Khawaja asked the IGP Sindh as to why a private lawyer''s services were hired in the presence of Advocate General Sindh and the counsel for government of Sindh.
To which the IGP apprised the court that there is a practice to hire a private lawyer to represent the police. In its short order, the bench suspended licence of Qadir and issued him a show-cause notice. The hearing of the matter was adjourned till 2nd week of April 2015.
