Election Commission of Pakistan on Friday issued notices for much awaited delimitation of Islamabad Capital Territory (ICT) to hold local government elections. In this regard, the Commission has appointed District Election Commissioner Islamabad as Delimitation Officer and Assistant Commissioners Urban and Rural as Assistant Delimitation Officers. These officers shall collect relevant material like maps, population data and number of union councils by March 30, 2015 and prepare a preliminary list of constituencies through delimitation officers from April 01 to April 30.
Publication of preliminary lists of constituencies for inviting representations and objections and filing of representations and objections before the Delimitation Authorities could be made from May 01 to May 15, 2015.
The dates for disposal of representations and objections by Delimitation Authorities have are from May 16 to May 22. Last date for communication of decisions of Delimitation Authorities to Delimitation Officers will be May 25 and final notification of delimitation of constituencies by the Delimitation Officers will be issued on May 30, 2015.
The government on Thursday (March 26) pushed through the National Assembly a bill providing for party-less local government (LG) elections in capital.
After a strict warning from the Supreme Court, the government empowered the ECP to delimit constituencies for local governments in the provinces and at the centre through a presidential decree. Finally, the ECP proceeded on delimitation exercise following the directives of the Supreme Court on March 10, 2015.
The LG laws for the Islamabad Capital Territory are pending with a parliamentary committee on interior before final approval from parliament. The ordinances promulgated by President Mamnoon on October 14, 2014 empowered the ECP to conduct delimitations of ICT as well.
The process of delimitation was carried out in capital city in 2002 under which the capital was divided into 48 union councils.
