The Centre for Governance and Public Accountability (CGPA) has urged the KP government to expedite utilisation of development budget allocated under Annual Development Programme (ADP) 2014-15. Out of total allocation of 139.80 billion rupees under KP ADP for 2014-15, only 45.03 billion rupees, which is 32 percent of the total ADP has utilised as on April 7, 2015, whereas the KP government has released about 102.7 billion rupees under the ADP as on April 7, 2015. CGPA urged KP government to expedite the utilisation of development funds for improving social indicators in KP, according to a press release issued by the organisation here on Monday.
CGPA analysis of utilisation of development budget for the first three quarters of fiscal year 2014-15 depicts that only 27 percent elementary and secondary education development budget was utilised as in first nine months. Out of total 19.9 billion rupees development budget for elementary and secondary education, only 5.4 billion rupees was utilised so far.
Allocation for roads was 17.26 billion rupees in 2014-15 ADP. The utilisation under the roads till April 7, 2015 was 6.7 billion rupees which is 39 percent of total development budget for roads. Regional Development, which covers some discretionary funds, was allocated 16.9 billion rupees. The actual utilisation under regional development has been only 4.8 billion rupees, which is 29 percent of total development budget.
Similarly, for health sector, an amount of 11.21 billion rupees was allocated but only 3.1 billion rupees, 28 percent of total health ADP, utilised as on April 7, 2015. CGPA demanded that more funds should be allocated for provision of medical equipment and medicine to hospitals to improve the performance of health sector in KP.
Likewise, development budget utilization in the other sectors also remained low as 29 percent in Agriculture, 26 percent in Auqaf and Religious Affairs, 34 percent in Drinking Water and Sanitation, 39 percent in Energy and Power, 10 percent in Environment, 13 percent in Food, 45 percent in Forestry, 36 percent in Higher Education, 22 percent in Home, 28 percent in Housing, 18 percent in Industries,44 percent in Information, one percent in Labour, 39 percent in Law and Justice, 11 percent in Mines and Minerals, 19 percent in Population Welfare, 36 percent in Research and Development, 20 percent in Social Welfare, 37 percent in Sports, Tourism and Archaeology, 19 percent in ST & IT, nine percent in Transport, 28 percent in Urban Development, 56 percent in Water while 52 percent utilization under District ADP and only four percent under Relief and Rehabilitation.
CGPA Programme Manager, Malik Masood urged KP government to ensure efficient and accountable mechanisms for improving ADP spending.
