Leader of Opposition in the National Assembly Syed Khursheed Ahmed Shah has written a letter to Prime Minister Nawaz Sharif with a view to drawing his attention to the recent "unjust" and "discriminatory" decision, against Pakistan Administrative Service (PAS) officers belonging to the provinces of Sindh and Balochistan, while promoting 13 PAS-officers from BPS-21 to 22.
The letter written by the Opposition Leader to the Prime Minister says: "My dear Prime Minister, I hope this letter finds you in the best of health and good spirits. I would like to draw your kind attention to recent unjust and discriminatory decisions against Pakistan Administrative Service (PAS) officers belonging to the Provinces of Sindh and Balochistan taken by Special Committee and SSB-I in their recently held meetings.
"The Committee under your chairmanship, while promoting 13-officers (or so) from BS-21 to 22 ignored officers from Sindh and Balochistan and not a single officer of the above-mentioned Provinces has been promoted to BS-22. "It is further pointed out that out of forty Federal Secretaries only one belongs to Sindh Province. Three junior PAS officers are working as Additional Secretaries In-charge whereas some officers of Sindh, who are senior to these three officers were never considered to meet the shortfall leaving Sindh highly under-represented at highest level in the Federal Government.
"In last meeting of SSB-1 held on 3rd and 4th May, 2015, eight officers of PAS group from Sindh Province have been superseded or deferred/ignored despite the fact that they were meeting the required criteria (Annex-I). Officers junior to them belong to Punjab Province were even given additional marks by the Board and were cleared for promotion from BS-20 to 21. Similarly in case of promotion of officers from BS-19 to 20, a number of officers from Sindh Province, despite meeting the criteria, stand ignored/superseded.
"As per para-4 of Article 27(1), under representation of any class or area in services of Pakistan is to be redressed through an Act of Parliament, but in recent years instead of redressal of such under-representation of Sindh and Balochistan, the gap is widening.
"I shall be grateful if you could kindly look into the matter and direct the concerned quarters to review such discriminatory decisions. I would also like to deliberate upon the subject as early as possible at your convenience. The list of PAS officer superseded in the meeting of selection Board-1 held in fist week of May 2015, Iqbal Bablani, Mukhtar Ahmed Soomro , Ahmed Bux Narejo, Hashim Raza Zaidi, Ali Mumtaz , Shams Soomro, Iqbal Durrani and Fazalullah Pechuho."
