The PTI was mandated into power in Khyber Pakhtunkhwa for the reformation of the system, elimination of corruption and establishment of good governance and for the achievement of these objectives it has initiated a charter of good governance, said KP Chief Minister Pervez Khattak in a statement issued here on Thursday.
The components of the PTI government charter for good governance was included local government institutions, Right to Public Services, Right to Information, Right to e-Service, Prevention of Conflict of Interest, Whistle-Blower Protection, Public Procurement Regulation, Public Private Partnership, Performance Management, Public Financial Management, Accountability and Anti-Corruption, Restoration of Investors' confidence and Web-based Service delivery system.
For the achievement of these objectives of reforms for the improvement in service delivery system, reformation government system and eradication of corruption, the provincial government has passed more than seventy legislations from the provincial assembly and more than the same number is in pipeline. For the establishment of local government system, the provincial government has promulgated Local Government Act, 2013 with the introduction of village and neighbourhood councils.
Under the system 'Village' and its adjunct settlements will be the first building block with a council of its own while district governments will be established a district level, which will monitor and supervise delivery of the social sector services. The Right to Information Law is one of the pillars of charter of good governance aiming at improved governance, ensuring accountability and transparency in public sector organisations. The law enables citizens to have access to information in all public matters.
During the drafting of the law due attention was given to the international best practices, and stakeholders including media and civil society were consulted. According to World Bank's experts, the RTI law of Khyber Pakhtunkhwa has been rated amongst the top three RTI legislations in the world.
Similarly, the Right to Public Services Law aims to provide for delivery of public services to the people with the stipulated time limit, including liabilities of government servants in case of default, administrative efficiency and for the matters connected therewith and incidental thereto. The Conflict of Interest Law aims to make provisions in order to clarify conflict of interest and related post-employment principles for public office holders so as to minimise the possibility of conflicts arising between the private interest and public duties of public office holders. The law provides for the establishment of an independent commission with the mandate to determine the measures necessary to avoid Conflict of Interest and to determine whether a contravention of this law has occurred.
The purpose of the law is to encourage experienced and competent persons to seek and accept public offices; and to facilitate interchange between the private and public sectors. A Bill for the passage of the law has been tabled in the provincial assembly and being reviewed by the Select Committee.
For the eradication of corruption, the PTI government has established an independent KP Ehtesab Commission, which provides for punishment of public office holders involved in corrupt practices, accountability mechanism, membership and tenure of the commission. Public Private Partnership (PPP) law provides for the establishment of institutions to regulate, monitor and supervise the implementation of public private partnership contracts, efficient utilisation of resources and facilitation of private sector and ensure transparency and fair play.
