The Social Welfare Department, Khyber Pakhtunkhwa during last two years has de-registered 3770 non-governmental organisations (NGOs) to bring down the total number of registered NGOs in the province to 230. This was stated by Special Assistant to KP Chief Minister on Social Welfare, Dr Meher Taj Roghani, while talking to media. She said that when the PTI took over government, the number or registered NGOs in the province was 4000, where many of them were ghost.
For de-registration the provincial government stopped registration for a period of one year. The provincial government also constituted two committees at district and provincial level for the scrutiny and screening of NGOs and the number of registered NGOs was brought down to 230 in the province.
The provincial government has distributed an amount of Rs 6 million amongst the best 102 NGOs in all districts of Khyber Pakhtunkhwa.
She said that the provincial government is fully concentrating on the education of special children/special persons. Disability in the province is 10 to 15% on the basis of the total number of persons with disability is approximately 1.2 million.
The department, she said is running 39 institutions for the special children imparting education only to 3700 special children of the province where is a big chunk is out of the schools. For imparting special education to maximum number of special children, she said the provincial government has initiating some new schemes while some existing schemes have been upgraded.
The big demand of the blind persons is the availability of Brail Printing Press, books and other equipment for which the government has issued tenders and would be provided soon. Similarly, she said that the provincial government has allocated an amount of Rs 10 million for purchase of speaking laptops for persons with disability.
She said that during last financial year, the department has distributed Rs 50 million as financial assistance amongst 25000 disable persons at the rate of Rs 5000/ per disable persons in the province. For this purpose, the Social Welfare Department had invited applications from disabled persons and due to large number applicants the amount was distributed through a computerised draw. The special assistant to chief minister said that for the mitigation of the problems of blind, deaf, mentally retarded and physically handicapped persons, the provincial government has initiated a scheme for the establishment of a Centre of Excellence where the screening of special children will be done under one-roof.
She said that for the resolution of the problems of special persons, the chief minister has issued directives for strict observing of 2% quota for disabled persons in public sector employment, scholarships for higher education and constructing all new buildings in the province as disable friendly and rehabilitation of the existing building.
For the rehabilitation of drug addicts, Dr Meher Taj Roghani said that Social Welfare Department in collaboration with Dost Welfare Foundation during last six months has rehabilitated 200 drug addicts. For this purpose, she said the provincial government has allocated an amount of Rs 150 million.
She said that for the women empowerment, the provincial government has already approved and notified a policy while for curbing Gender Based Violence and Abuse, the provincial government has constituted inquiry and watch committees to implement Protection against Sexual Harassment of Women at Women at Work Place 2010.
The provincial government in collaboration with Germany Agency GIZ has developed a public relation strategy for awareness raising programs ie developing logos, making posters, calendars and organising workshops, seminars and trainings. The program will continue till 2018.
Similarly, she said that the provincial government in collaboration with UN Women has also initiated a project 'Women Leadership and Social Reconstruction Project while Gender Reform Action Plan (GRAP) has been revised. Under the project and various training programs, surveys of industries to look into the gender issues are included.
