Islamabad High Court (IHC) was informed on Wednesday that Central Selection Board (CSB) meeting could not be convened in September, as the post of Chairman Federal Public Service Commission (FPSC) was still vacant. Additional Attorney General (AAG) Afnan Karim Kundi during the hearing of intra-court appeals (ICAs) filed against the order of IHC regarding the promotions of over 300 bureaucrats in grade 20 and 21 told the bench that the process for appointment of FPSC chairman was in progress.
He further said that the detailed order of the single bench had not yet been issued. The bench comprising Justice Athar Minallah and Justice Aamir Farooq ordered to maintain status quo in the matter and adjourned the matter to be heard after Eidul Azaha. Due to the status quo, the government stops implementation on the order issued by Justice Siddiqui on July 27.
Justice Siddiqui in its order declared the promotions in grade 20 and 21 as void and directed the Establishment Division to resubmit the cases of promotion of bureaucrats to the CSB after reframing promotion rules. The CSB during the month of May had recommended the promotions of officers in grade 20, 21 and 22. More than 64 bureaucrats of BPS-19 and 20 have filed petitions in the IHC against these promotions while claiming they were denied promotions despite being eligible because of a 'controversial' formula. Previously, the court had directed the establishment division to reframe the formula by taking away the overriding effect of the marks to be awarded by CSB and categorisation of the civil servants within one month.
