The Islamabad Capital Territory (ICT) administration has informed Pakistan Tehreek-e-Insaf (PTI) that due to precarious security situation there is ban on holding rallies in Red Zone or staging protest in any other part of the city. For getting permission they will have to obtain NOC from district administration.
An official said that the district administration has written a letter to Saif Ullah Khan Niazi additional secretary general Pakistan Tehreek-e-Inaf (PTI) in this regard a copy of which is available with Business Recorder. According to the letter this is with reference to open source information regarding rally of PTI scheduled to be held on October 4.
The letter said that due to precarious security environment section 144 has been imposed in Islamabad capital territory. It further revealed that all public gatherings and rallies are banned. No political gathering of any kind is allowed in Red Zone, it added. The letter maintained that staging rally elsewhere in Islamabad also requires no objection certificate (NOC) from ICT administration after submission of affidavit. Therefore any public events necessitate prior co-ordination and permission for necessary security arrangement and relaxation of 144 if permission granted by the district magistrate ICT. So far ICT administration has neither received any request from PTI to hold any public event in Islamabad nor has such permission being given under the law, it says.
Without prejudice to the ICT administration decision regarding the relaxation of the section 1d44 presently invoked in ICT by district magistrate you are requested to direct your party to approach the ICT administration in share the details of proposed program on said date. It added that ensuring and safeguarding public live and property is obligatory not to the administration but also to all responsible political parties and law abiding citizen of Pakistan.
