KP Chief Minister Pervez Khattak has termed federal government as biggest hurdle in foreign investment in mega development projects in Khyber Pakhtunkhwa government. Talking to a 15-member delegation of journalists from Lahore here in CM House, he said according to rules the federal government has to give sovereign guarantee, issue no-objection certificate (NoC) and fixing of tariff for development schemes initiated with foreign investment. But, in case of KP government, the federal government is openly avoiding to issue guarantee for any project including energy sector.
Those present on the occasion were included Information Minister Mushtaq Ahmad Ghani, Chairman, CM Complaints' Cell, Dilroz Khan, Deputy Chairman, Mukarram Khan Afridi and Director Information, Shuaibuddin.
The chief minister said that KP is rich of unprecedented potential of hydel power, minerals, oil and gas reserves and natural environment and beauty required for tourism. The provincial government is making all out efforts for the utilisation of these natural resources in the welfare of the people.
Under these steps, the provincial government during last two years has carried necessary legislation and introduced policy reforms. Under these reforms several important institutions have been granted autonomy to enable them to without the interference of traditional public sector and join hands with the experts of private sector to develop them on modern lines and enable them for the better service of the people. Such institutions are included education, health, energy, industries, commerce, technical education, police and accountability sectors.
The chief minister said that the PTI government does not believe in the mega projects of construction, rather considering the reforming of education, health and justice sectors for equalising poor common man and rich and provide equal opportunities of development. He said this very difficult work and for this purpose they are making efforts to achieve this goal. He said that with the blessing of Allah Almighty and resolve the provincial government has made progress in this regard and the measures taken by them during the last two years have started bearing the required results.
He said that as per the rights of children, they had taken steps for giving quality and facilitative education to them and the attendance of teaching and medical staff has been guaranteed in schools and hospitals. Similarly, a modern IT system has been established for the monitoring of the performance of district administration and other public sector organisations. The government has also taken measures for guaranteeing the provision of the required staff in equal number to all schools and hospitals and through legislation the services of the teachers and doctors is being made not transferable, which will redressed the complaints of the shortage of teachers and doctors in schools and hospitals.
He said after granting autonomy to big hospitals of the province, the government is now taking measures for granting autonomy to district headquarters level hospitals.
The chief minister told the Lahore based journalists, reforms introduced in KP Police is the largest achievement of the PTI government, which is appreciated at the level of federal parliamentary opposition and judiciary level. These achievements has made the cleansing the department of police cleansed of political interference. He told that the provincial government has introduced such an accountability system, which even can put hand on the chief minister and his cabinet members and presently a sitting provincial minister and several secretary level government officials have become target of this even-handed accountability system.
He said that all reforms in Khyber Pakhtunkhwa have been introduced under the one-point reformative agenda of PTI and such a transparent system has been established under which all recruitments, transfers and contracts are being given without any interference from the chief minister and cabinet and the criteria is only merit.
The chief minister said that the new transparent system has not only guaranteed the provision of right to common and poor man has started at their door steps rather has also increased the revenue of the provincial government.
Regarding the receipts of the province, the chief minister termed the lack of the payment of the outstanding arrears in head of net profit on electricity and cut in the share of 13.5 percent in total power production as violation of the constitution and said that for the achievement of these rights, the provincial government is making all out efforts, but so far the federal government has taken no visible step for their resolution, which is inflicting loss on the people of the province and they are bearing prolong power load shedding.
The chief minister told the delegation that for first time in the history of the province, the provincial government under the vision of the PTI chairman Imran Khan has introduced a powerful local government system and 30 percent share in natural resources is also provided to it while as compare to KP other provinces has made joke with their people.
