The federal government has so far released only Rs 22.14 billion for 90 energy projects against a budgeted allocation of Rs 228.93 billion for financial year 2015-16. According to latest data released by the ministry of planning, development and reforms, the government has so far released only Rs 20 billion for two projects out of 63 projects of power sector.
As many as Rs 10 billion for each 1,200 MW LNG-based power plant Balloki and 1,200 MW LNG-based power plant Haveli Bahadurshah, has been released out of the budgeted allocation of Rs 22.5 for each project. The government has so far not released funds for mega projects including Neelum Jhelum hydro power project (969 MW) (China, Kuwait, Saudi Arabia, IDB and Opec), for construction of Diamer-Bhasha Dam project (4,500 MW), Dasu hydro power project stage-I (2,160 MW) (District Kohistan, Khyber Pakhtunkhawa), Tarbela fourth extension hydro power project (1,410 MW), refurbishment and upgradation of generation units of Mangla power station (310 MW), pre-feasibility - installation of 300 MW coal-fired power plant at Gwadar and for many other projects of power distribution enhancement.
The government has released Rs 2.14 billion for nine energy projects out of total 30 projects relating to water sector out of budgeted allocation of Rs 16.64 billion for financial year 2015-16. According to data, a total of Rs 260 million has been released for construction of small storage dams in different districts of KP, Rs 200 million for Darwat dam, Jamshoro Sindh, Rs 40 million for Gomal Zam dam (17 MW) (South Waziristan), Rs 400 million for Nai Gaj Dam, Dadu Sindh, Rs 200 for raising of Mangla dam project and Rs 10 million for Chiniot Dam project, etc.
The government has not yet released funds for construction of 100 delay action dams in Balochistan (Package-II, 26 small dams) (multiple districts), construction of Mujahid Dam Rawalpindi, construction of Mangi Dam, Quetta, Ghabir Dam, Chakwal Punjab, Kurram Tangi Dam, North Waziristan, Mohmand Dam project Charsadda, construction of Basool Dam, Tehsil Ormara, district Gwadar, construction of a small dam in district Mansehra, Papin Dam, Rawalpindi and for construction of small dams in Tehsil Khaliqabad, etc.
