Chairman NAB Qamar Zaman Chaudry chaired a meeting to review the performance of third quarter of 2015 of all the regional bureaus of NAB on the basis of Partly Quantified Grading System (PQGS) at NAB Headquarters. Senior Member Chairman's Inspection and Monitoring Team (CI&MT) informed that on the directions of Chairman NAB last year in 2014, CI&M) was deputed to conduct annual inspection of all regional bureaus and to review and evaluate their performance.
Accordingly, CI&MT conducted annual inspection of all regional bureaus of NAB and highlighted their strengths and weaknesses on the basis of PQGS. The Chairman NAB visited all the regional bureaus of NAB on the last of annual inspect to have first hand information on the basis of inspection done by CI&MT and directed all ranks of NAB Regional Bureaus to work more vigilantly and diligently in order to have better performance in the coming years in order to eradicate corruption and corrupt practices from the country.
During the meeting, Senior Member CI&MT gave presentation and informed that performance Operational Efficiency Index (OEI) of every regional bureau of NAB has been evaluated on the basis of PQGS, which was approved last year and further improvements were made on the basis of last year inspection and feedback received from the respective Regional Bureaus of NAB.
He gave a detailed briefing to Chairman NAB about the inspection done and informed that on the directions of the Chairman NAB, a quantified grading system had been devised. Under this grading system, the performance of all regional bureaus was evaluated at uniform criteria. 80 percent mark will be considered "Outstanding/Excellent", 60-79 percent will be considered as "Very Good", 40-49 percent will be considered as "Good", while marks less than 40 percent will be considered as "Below Average".
He further informed that on the directions of Chairman NAB a Standard Operating Procedure (SOP) had been approved to rationalise the workload and timelines had been prescribed for efficient, effective and expeditious disposal of cases putting a maximum limit of 10 months- from complaint verification-to-inquiry-to-investigation and finally to a reference in the respective Accountability Court. In order to ensure uniformity and standardisation, the SOP in vogue have been revised after a gap of 10 years to make these responsive to the needs of changed economic, social and technological realities alongwith goals and targets for smooth conduct of operational activities in accordance with Law and to bring further improvements in the performance of NAB regional bureaus.
It was further informed at the meeting that operational arms of NAB were its regional bureaus which were involved in field operations ie conduct of Complaint Verification (CV), inquiries, investigations, Prosecutions of cases at trial and appellate stages.
The Senior Member CI&MT informed that on the directions of NAB Chairman, results of third quarter of all regional bureaus of NAB after applying PQGS based on statistical data had been prepared which comparatively are better from the last year. Chairman NAB directed all officers/officials of NAB to work more vigilantly and diligently by adopting Zero Tolerance Policy across the board in order to eradicate corruption and corrupt practices from the country. He directed Senior Member CI&MT to send the results of third quarter of all regional bureaus evaluated on the basis of PQGS (Operational Efficiency Index) for information and directed all regional bureaus to further improve their performance in the upcoming fourth quarter of 2015.-PR
