Abdul Qadir Khan Durrani, a fruit exporter has claimed that Mubarak Ahmed, Director General Quarantine, Plant Protection Department, Government of Pakistan was appointed illegally in September 2013. Addressing a news conference here Saturday, Durrani said Mubarak Ahmed was appointed by Seerat Asghar, Secretary Ministry of National Food Security & Research (MNFSR) Dr Iftikhar Ahmad, former chairman PARC and DG PARC Karachi without approval from the Prime Minister of Pakistan as per rules and regulations.
Qadir Khan said that DG Quarantine, Plant Protection Department was appointed illegally and was also assigned seven other additional charges by issuing seven different notifications on the pretext of meeting official formalities. He said if one reviews past performance of Mubarak Ahmed, neither did he contribute anything meaningfully for the growth and development of PPD nor could ever earn good reputation for the agriculture sector of Pakistan.
"Ignoring all these realities and setting aside departmental rules and regulations, appointment of Ahmed is mala fide and an insult to the dignity of portfolios for which he was given additional charge," he said. During his 2-year tenure as DG PPD, Ahmed seriously underperformed and committed criminal negligence to deal with issues related to sanitary, Phytosanitary, post production management, processing and certification measures as well as in trading and export of potato, mango, orange, bitter gourd and banana tissue culture, Durrani claimed.
"This resulted in not only earning bad name for Pakistan's agriculture sector but inflicted millions of dollars of export losses to the people and State of Pakistan. Because of his worst performance, Pakistan agriculture sector has lost its credibility in the international market," he said. He maintained despite the above mentioned worst performance, Ahmed continued to play mockery by organizing self-managed award winning ceremonies and earning the medals himself without any recognition of the services of his senior colleagues and the relevant private sector organizations such as Durrani Group and other partners.
He said that these acts have not only been less than befooling the whole of agriculture sector of Pakistan but also setting bad precedents for our future generation of agriculture scientists and technicians. Based on the misuse of authority, misconduct in official matters and criminal negligence in performance of his duties, this is requested that DG PPD, Mubarak Ahmed may please neither be granted further extension of services in the same department nor in any other responsible department of Government of Pakistan beyond November 2015, he said. He said an inquiry may also be initiated against misuse of authority, fraudulent management of matters related to horticulture sector and winning dummy awards to transform his negative image into positive.
