Members of Grants Review and Monitoring Committee (GRMC) representing Project Management Units (PMUs) FATA, SMEDA, KP and FATA chambers on Economic Revitalisation of Khyber Pakhtunkhwa and FATA (ERKF) project has expressed their concern on the nomination of co-opted members notified by the Industries Department, Khyber Pakhtunkhwa.
The Industries Department, Khyber Pakhtunkhwa have desired the reconstitution of the GRMC and inclusion one each representative from NAB, Peshawar, KP Ehtesab Commission and from KP EZDMC while through another notification the Department also nominated Special Secretary Industries Department and Chief Financial Officer (CFO), KP EZDMC as members of the crucial panel of the project.
Reliable sources in the GRMC confided to this scribe, the PMU-FATA was of the view that project is running by three stakeholders not only by KP industries Department, rather PMU-FATA should also be in pictures while taking such decisions regarding the forum of GRMC.
The representative of the PMU-FATA while expressing concern over the co-opting of new members by the Industries Department, Khyber Pakhtunkhwa should also approve the decision from World Bank and properly communicated to all stakeholders and incorporated in the operational manual.
All cases of grants are processed in transparent manner. Therefore, FATA chamber members added that GRMC is the high-level of forum and only chairman KP EZDMC and Secretary Industries should have been considered as co-opted members.
The GRMC members also showed concern over the pendency of 157 cases cheques due o investigation from and half year and demanded from Project Director (PD) PMU-KP to release these cheques on urgent basis as the top anti-graft investigation agency has already closed the case.
All the GRMC members mutually agreed in case of PMU-KP cases that Assistant Commissioner (A.C), Deputy Commissioner (DC) and other government officials' letter is sufficient for ownership of business and business existence before August 2010 will be applicable. The GRMC members mutually agreed that nature of business change can be granted by only this project.
