Scrutiny of non-governmental organisations (NGOs) conducted by KP Social Welfare department has declared 1,764 NGOs as ghost or ineffective and 670 as effective or genuine. This information has been presented in Khyber Pakhtunkhwa Assembly in response to a question of QWP MPA Meraj Hamayun. KP government while taking notice of complaints in the registration of Voluntary Social Welfare Associations (VSWAs) had banned further registration of NGOs, which was later removed in public interest.
However, district officers of the Social Welfare department have been issued directives for the scrutiny of the already registered 4,243 organisations. Scrutiny of the remaining 1,809 organisations is in progress. NGO Township Welfare Society Ghazi Kot, Township Mansehra, whose members were divided into two groups and both notified separate election commission.
Similarly, both groups contested election separately and issued notices of two administrative structures and both are stick to their separate body and both were operating in violation of Voluntary Social Welfare Agencies (Registration and Control) Ordinance 1961. The Helping Angel Social Welfare Organisation, Peshawar is though registered in Peshawar, but was operating in Charsadda without approval from the registration authority. NGO has been found involved in illegal activities and out of its mandate was collecting illegal funds through different agents.
The registration of BARAN (Basic Awareness and Rehabilitation Network) was suspended in violation of its own memorandum and for failure in holding its election despite the passage of three years. Furthermore, NGO is registered in Peshawar and without getting approval from its earlier registration authority has extended operation to districts Bannu, Tank and D.I. Khan. The organisation has also been found involved in the misappropriation of the funds and a case in this regard is still under proceeding in the Supreme Court of Pakistan. KP government has established district level committees to monitor the working of these NGOs as they are being released financial assistance through Provincial Council of Social Welfare (PCSW), which recommends grant-in-aid for deserving social organisations to prevent the wastage of provincial exchequer.
