Despite the deadly attack on Bacha Khan University in Khyber Pakhtunkhwa on January 20 and threats of such attacks on educational institutions across the country, the administration of Karachi University has not yet taken any appropriate security arrangements.
The lax attitude of the administration towards improving security at the campus of the largest public-sector university can be gauged from the fact that private rickshaws are allowed to roam freely inside the university, though the administration has banned entry of private vehicles, which may lead to any tragedy. These rickshaws, as sources alleged being run by the university's guards and other under the patronage of administration official against bribe, may be used by terrorists to sneak into the university to stage any terrorist attack.
Students and sources in academic staff say that the incident of terrorism in Charsadda has provided the ill-prepared KU administration with an opportunity to postpone the university's most-awaited annual convocation. Though the administration has cited security as the reason for postponement of the convocation, but the students think otherwise.
"The management has postponed the convocation not because of security alerts but for some other reasons. I have not seen any extraordinary security arrangements while entering KU," a student told this correspondent, who visited KU to get information regarding convocation. The student argued that had the convocation been postponed due to security concerns, then it would have been followed by extraordinary arrangements/measures to improve security, but this has not been the case.
KU's registrar Dr Moazzam Ali Khan notified on Tuesday that the Annual Convocation 2015 scheduled to be held on January 30, 2016 has been postponed and new dates will be announced later. More than 1,500 students who were to be awarded degrees for Bachelor's, Master's, M.Phil and PhD would now have to wait for up gradation of security arrangements, which appeared unlikely under the incumbent management.
Informed sources told Business Recorder that officials of law enforcement agencies have been visiting the university urging the administration to install surveillance cameras with proper command and control room. "The KU don't have funds to install state-of-the-art surveillance facilities," a university official said, who wished not to be named. He said the management of KU was still clueless as how to manage security in the city's largest public sector university.
On the other hand rickshaw mafia is seen active in KU and students are compelled to pay extra to travel in the three-wheelers to reach examination centers, despite having their own transport. Sources in Karachi University's Teachers Society (KUTS) said that majority of rickshaws were being run inside KU by university's guards or persons being patronised by the KU administration. They said that these rickshaws have become security threat as these could be misused by terrorists/miscreants.
Official sources on condition of anonymity said that restriction on the movement of private vehicles during B.Com Annual Examination to maintain security at university had provided a lucrative opportunity to KU mafia to enrich their pockets by compelling students to use three-wheelers to reach their examination centers, risking the lives of the students and staff.
"There is no reason to allow rickshaws in KU, albeit we have recently faced a national tragedy in KP last month; these rickshaw may carry explosive and other deadly weapons inside KU because university administration wrongly believed to have airtight security at the varsity by parking private vehicles outside the university," they said.
"How is it possible that KU administration, despite having serious threats, allows the entry of rickshaws in the university with impunity hence it is for sure that all rickshaw drivers are either KU employees or bring patronised by the administration against undue gains," they added.
They apprised that although security personnel at KU did not allow any students even media persons without admit-cards and formal permission, rickshaws were freely roaming around the university and nobody bothered to ask them about their identification.
Meanwhile, a press statement issued by KU on Thursday said that a high level meeting on security concerns at KU was held which was presided over by VC KU Professor Dr Muhammad Qaiser and specially attended by Campus Security Advisor Dr Muhammad Zubair, SSP District East Javed Jaskani, Dr Fahad Ahmed SP Gulshan and Major Saleem from Special Security Unit.
Several measures were proposed on receiving of threats and security reports. It was decided that programmes must be arranged for security awareness. Awareness programmes and lectures will be started for the students in this regard to coup with the emergency circumstances and self-defense. Private security guards will be hired while five walk-through gates are immediately installed.
