Chairman, National Accountability Bureau (NAB), Qamar Zaman Chaudhry on Monday said a comprehensive yearly Training Plan for 2016 has been devised to ensure continued professional development of its officers. He said this while chairing a meeting held here to review training needs and capacity building of NAB Investigation Officers and Prosecutors for year 2016.
Chairman NAB welcomed participants of Training of Trainers (TOT) Course for one week duration at NAB Headquarters. He said in order to ensure successful implementation of Training Plan it is equally important that trainers are fully capable and geared up to undertake this responsibility and added Training Cells created at all Regional levels are primarily responsible to liaise and carry out the planned activities in their respective Regional Bureaus. Therefore, he said, Training of Trainers (ToT) programme at NAB Headquarters is being organised in collaboration with United Nations Office on Drugs and Crime (UNODC).
He said that Training Division has prepared the Training Programme for 2016 based on regional feedback and input of experts from other law enforcing agencies. The plan prepared was then discussed and refined at the highest level in NAB. He said that Course Contents have been revised / improved and Investigation Officers Refresher Courses have been planned for two weeks on part time basis, instead of one week on full time basis to ensure 100 per cent participation and to minimise disturbance in routine activities of Investigation Officers.
The Chairman this year as compared to two such courses held last year, NAB has planned six Capacity Building Courses, six Staff Development Courses for officials and IT training and understanding of Monitoring and Evaluation System (MES). Qamar Zaman Chaudhry said it is important that operational methodology is conveyed in uniform pattern which is prepared after due deliberation and consultation of all stakeholders. He said NAB gives maximum attention and emphasis to training of its Investigation Officers and Prosecutors and has decided that the courses like MCMC, SMC and MNC should be made mandatory for promotion in NAB. "We have conditionalized the promotion of officers with above said training mandatory courses. This all will add up in the overall performance of NAB," he said, adding that training plan for 2016 is there which will be implemented in letter and spirit.
The Chairman said NAB recognises the centrality of training as a tool of improvement and maintaining the quality of its manpower. He said a standardised syllabus for all investigation officers, refresher and capacity building courses on Accounts matters, General Financial Rules, FR, SR, Digital Forensic Question Documents and Finger Print Analysis has been formulated to ensure quality and uniformity. It will help NAB in achieving standard application of SOPs, laws and rules. The performance objectives of training programmes will be continuously evaluated so as to form a basis for subsequent review and improvements in future training needs.
He said 110 incoming Investigation Officers are being trained at Police Training College Sihala. The course contents have been designed on modern lines and a standardised syllabus for all investigation officers for their capacity building.
The Chairman said NAB plans to have its own Training Academy which will be established at NAB Headquarters in order to meet the training requirements of all ranks of NAB officers / officials. A Digital Forensic Science LAB has been established in NAB Rawalpindi. The Forensic Science LAB has the capacity to have Digital Forensics, Question Documents, and Finger prints analysis so that Investigation Officers/Officials and Prosecutors may utilise Forensic LAB facilities in order to investigate cases within stipulated time period as per SOPs/laws.
