The Supreme Court was informed on Monday that the offices of Inspector General Police Islamabad and Inspector General National Highways & Motorway Police (NH&MP) will be shifted to Police Lines in Sector H-11 and Bureau of Emigration to Sector G-8/1, respectively.
A two-member bench of Justice Azmat Saeed Sheikh resumed the hearing of a matter relating to non conforming use of residential areas for commercial purposes and encroachments through blocking roads by the government offices, private residences and some foreign missions in residential sectors of Islamabad under the pretext of security. In pursuance of the court's directives in the matter, secretaries Capital Administration and Development Division (CADD), Interior, Communications and Chairman CDA were present in the court.
Appearing before the bench, Additional Attorney General for Pakistan Aamir Rehman that the court Inspector General Police Islamabad office would be shifted from a house in Sector F-7/1 of Islamabad to Police Lines in Sector H-11. However, he submitted that communication network of the office and other staffers' shifting will be possible in a month.
Rehman further said that office of the Inspector General of the NH&MP would also be shifted from Sector F-8/3 to the Bureau of Emigration at G-8/1 Sector of Islamabad. During the course of proceedings, the bench sought a comprehensive report form Chairman CDA pertaining to plans to re-locate schools from the residential areas.
Taking up the pleas of Advocate Dr Aslam Khaki on behalf of a citizen of Islamabad, the bench issued directives to the CDA to submit response over the petitions on the next date of hearing in the case. Dr Khaki has invoked the apex court's jurisdiction towards the breach of fundamental rights of the common citizen due to permanent closure of road adjacent to the Federal Investigation Agency (FIA) headquarters in Sector G-9/4 Mauve Area Islamabad which failed to observe repeated notices of the CDA.
The petitioner urged the court to issue directives to the Director General of the FIA to remove the barriers from the front road of the Headquarter of the agency or CDA authorities may be directed to clear the roads. Through another plea, Dr Khaki requested the apex court for directions to the concerned authorities for immediate shifting of the district courts which currently is housed in Sector F-8 to its allocated 80 kanals land at G-10 sector where Islamabad High Court is performing its function currently.
Submitting a report before the bench, the CDA counsel, Shahid Hamid, sought more time to comply with the orders of the Supreme Court for removal of non-conforming use of the residential areas in Islamabad. The bench asked the CDA officials to submit a reply in response to pleas of Dr Khaki and adjourned the hearing of the matter till April 11.
