Khyber Pakhtunkhwa Provincial Civil Service (PCS) Association has lodged a complaint to Chief Secretary regarding the victimisation of their office-bearer by the Political Agent, North Waziristan Agency. The complaint has been lodged through writing a formal letter to the Chief Secretary with copies to Governor KP, Chief Minister, Corps Commander Peshawar, Principal Secretary to Prime Minister, Secretary Establishment, the federal government and Additional Chief Secretary Fata.
The letter said that being the premier service of the province PCS association takes a strong notice of the manner in which Fahad Ikram Qazi, the then Assistant Political Agent, Razmak, North Waziristan has been unceremoniously reported to Commissioner Bannu without taking a holistic view of the issue.
It said that the PCS Officers Association comprising more than 750 Officers firmly believes that the treatment meted out to Fahad Ikram Qazi was organised victimisation as a Fact Finding Committee was constituted on 15th March, 2016 to inquire into the issue of non-attendance of meetings and casual attitude etc without fulfilment of the necessary codal formalities.
Moreover, the manner in which he was stopped at Saidgi check-post by the Army and not allowed to enter NWA on 23/03/2016, at the behest of Kamran Afridi, Political Agent NWA is a criminal misuse of office authority against a legitimate Assistant Political Agent of the Government of Pakistan. This act has been carried by the Political Agent NWA in a reckless manner and could have led to a serious threat to life of Qazi, who was not aware of any such orders. The incident was reported to the Competent Authority there and then, yet instead of inquiring the matter against Political Agent NWA, Qazi was further victimised, prematurely transferred; hence condemned unheard. This whole dubious exercise has brought extreme resentment amongst the ranks of PMS Officers as it was all together unbecoming of official modus operandi.
Political Agent NWA further attempted to defile his reputation by making frivolous statements in press referring to his transfer due to corruption. On the contrary, the conduct of Fahad Ikram Qazi has been strictly in accordance with the official decorum. The blatant violation of rules and prevalent norms affiliated with official business by Kamran Afridi is tantamount to victimisation of a PMS Officer who happens to be Vice-President and an active member of the PCS Officers' Association Khyber Pakhtunkhwa.
