A parliamentary panel on Wednesday sought all the record of promotions and recruitments in the National Telecommunication (NTC), after questions were raised on illegal promotions and appointments. The sub-committee of the National Assembly's Standing Committee on Information Technology and Telecommunication met with Amjad Ali Khan in the chair to discuss/investigate illegal appointments in NTC.
Aisha Syed, MNA pleaded that NTC could not promote/appoint the 17 and above grade officers according to its Act and required permission from the minister-in charge ie Prime Minister. She further read a notification according to which NTC can only appoint/promote its staff ie upto 16 grade employees. She maintained that the record showed that major irregularities were reported in NTC.
Viqar Rashid Khan, Chairman NTC expelled the impression of irregularities while saying that NTC act did not specify any category of employees and hence no irregularities in procedure were reported. He further said that Prime Minister had made his appointment and according to the Act, the Board was authorised to promote or appoint NTC employees without PM consent. Prime Minister's approval was required only for the appointment of the head of the Organisation, he added. Convenor of the Committee directed NTC to present record of all appointment and promotion made since 2010 in the Organisation in the next meeting. The committee also decided to approach Law Ministry for clarification on the word "Staff".
