National Assembly Standing Committee on Government Assurances has warned federal secretary interior that if he does not attend the next meeting of the Committee arrest warrants would be issued against him. The Committee met with Muhammad Afzal Khokhar in the chair at Parliament Lodges on Wednesday. It discussed the assurance given by Lieutenant General Abdul Qadir Baloch (Retd), Minister for States and Frontier Region, about the registration of illegal refugees living in Karachi and others areas of the country.
MNAs Abdul Majeed Khan Khanan Khail, Muhammad Munir Azhar, Syed Sajid Mehdi, Malik Ibrar, Sardar Muhammad Irfan Dogar and other official of Law and Interior ministries attended the meeting. The Committee Chairman said, "Federal secretary interior was called several times to attend the committee meetings but he did not bother. We are going to issue last notice to the interior secretary; if he still does not attend the meeting, we will issue non-bailable arrest warrants for him."
The officials of National Database and Registration Authority (Nadra) and Ministry of States and Frontier Region came to the meeting with full preparations but the Committee could not proceed and deferred the matter to next meeting due to absence of federal secretary of interior. Malik Abrar said Nadra had blocked ID cards of Afghan refugees. The Nadra official said that Nadra has a comprehensive policy about the issuance of identity cards and now the verification has been attached with blood relations.
Malik Abrar said the process of verification through the Members of National Assembly (MNAs) for ID cards should be stopped. He said that an MNA could not recognize each and every resident of his/her constituency. Abdul Majeed also supported the views of Malik and said that the responsibility of verification of form for ID cards should be given to the local representatives at grass root level. He said that people have elected their local representatives in local government elections.
After it, the Committee recommended that the Nadra may adopt a process for registration of people belonging to nomad tribes. The Committee recommended that NADRA may arrange a verification process through Counsellor/Numberdar instead of members of the National Assembly. About the increase in the number of seats of National Assembly reserved for non-Muslims, Secretary for Law and Justice Nyla Qureshi said that a bill relating to it moved by Asia Nasir in the Parliament is pending due to delay of population census in the country.
