The Central Executive Committee of Pakistan Cotton Ginners Association has passed a number of resolutions to press the authorities for implementation on the suggestions and proposals of PCGA otherwise ginning sector would be destroyed like CNG sector and investment of billions of rupees would go waste.
Presiding over a meeting its chairman Shehzad Ali Khan sent a 16-points SoS call to the Government for the survival of cotton growers as well as ginners. He said that the government would have to announce incentives, concessions, and a subsidy package for growers to achieve the target of 20 million bales in 2016-17.
He said that farmers have suffered a loss of Rs 300 billion due to decline of 51,00,000 bales in cotton production. Consequently, the government have to incur a revenue loss of Rs 3 billion. This is a colossal loss of the nation. It resolved that government should withdraw General Sales Tax (GST) on agricultural inputs and supply of certified, well germinated seed, good quality Fertilizers, Pesticides on subsidized rates and flat rate of electricity be introduced for agri-sector.
The government should also announce a clear-cut policy on the core areas of cotton and not to allow anyone to set-up sugar mills in cotton belt. Seed act plus breeders rights act must be approved from the National Assembly and Punjab Seed Corporation be activated.
It further resolved that interest free loans be issued to cotton growers and ginners to stand them on their own feet. Federal Seed certification should launch a vigorous campaign against the companies involved in spurious seed and fake seed companies should not be registered and exemplary punishment be announced for such elements.
It reiterated its demand that Government should impose ban on the import on Indian products like cotton yarn and raw-cotton or regulatory duty be enhanced on the import of raw cotton and cotton-yarn from India for the survival of local industry and agriculture sector. Cotton Ginning institute be established in Multan immediately and Central Cotton Research Institute (CCRI) be activate and it must evolve new disease, virus and heat resistant varieties every year and research work should not be come to a standstill.
Trading Corporation of Pakistan (TCP) should also be activated to procure cotton and rice. A task force be formed to evaluate and monitor the performance of agriculture department and cotton control act must be implemented in letter and spirit.
The meeting was attended by Senior Vice Chairman Girdhari Lal, Vice Chairman, Malik Sarfraz Nazim Awan, Amanullah Qureshi, Malik Ghulam Mustafa Khandwa, Zahid Islam, Mukhtar Ahmed Chaudhry, Fazal Ilahi, Suhail Mehmood Haral, Khawaja Muhammad Arashad, Muhammad Akbar, Tariq Amir Khan, Pawan Kumar, Gopal, Haresh Kumar, Haji Muhammad Akram, Sheikh Muhammad Saeed, Khawaja Muhammad ilyas, Aasim Saeed Sheikh, Rao Sadaruddin, Iftikhar Ali Javed , Mian Javed Tariq, Mian Akhtar Javed,and Mian Abdul Qayyum. While Secretary General PCGA Asif Khalil was also present there.
