A Sub-Committee of the Public Accounts Committee (PAC) on Monday expressed displeasure over non-appearance of the Foreign Secretary in the committee and deferred the examination of the Ministry of Foreign Affairs' audit reports. The committee reviewed the audit reports of the Civil Aviation Authority (CAA) and Capital Administration and Development Division (CADD).
The committee was informed that the CAA distributed Rs 80 million additional payments to its employees on wrong salary fixation. Secretary CAA said that the fixation was based on 1994 salary structure. When the matter was taken to the Ministry of Finance, they directed that fixation must be based on 1998 structure. When management of CAA approached to employees for recovery, they invoked the court for stay orders.
The audit officials said that in another case, the CAA granted fee for four of its officials for membership in private clubs. The officials of CAA contended that it was CAA Board decision that half of the fee of any private membership should be contributed by the CAA. Since 2008, this practice has been abandoned.
