The project of Green Enclave was initiated in 2009 but it faced inordinate delay due to suo motu taken by Supreme Court of Pakistan. Officials of Federal Government Employees Housing Foundation (FGEHF) informed this to the Senate Standing Committee on Housing and Works during briefing to the members on Green Enclave-II, Phase-IV Bahara Kahu.
A meeting of the committee was held under the chairmanship of Senator Maulana Tanveer ul Haq Thanvi on Monday in the Parliament House. The committee was briefed in detail on the issue of consent letters recently issued in respect of Green Enclave-II, Phase-IV, Bara Kahu, Islamabad to the government Employees who registered themselves with the FGEHF in 2009 for allotment of residential plots.
The FGEHF officials informed the committee members that the project of Green Enclave was started in 2009, however, it faced delay due to the suo motu taken by Supreme Court. In the plan originally approved by the Capital Development Authority, 700 kanals of land comprising of 600 plots turned out to be not feasible for the development. Therefore, the foundation sought additional 700 kanals land as an exchange for undevelopable land, from the contractor which he declined to give.
The committee was informed that the foundation as a result halted the remaining payment of the contractor. The National Accountability Bureau then came as a guarantor and ensured the foundation that the contractor will compensate for the undevelopable land as per the original agreement and in return it shall submit the pay order so that the payment could be released as soon as the agreement is fulfilled by the contractor.
The committee was informed that the foundation has submitted the pay order to the NAB and is waiting for the CDA to approve the plan which has been developed and approved by NESPAK already on the request of the foundation.
Chairman Committee Maulana Tanveer ul Haq Thanvi formed a sub-committee under the chairmanship of Senator Nauman Wazir Khattak to visit the location and present a detailed report on the progress of the project made so far. To a question of Interior Ministry cancelling land acquired by the foundation under section IV, the committee was informed that the decision came to their knowledge through media and no formal letter has been received from the ministry in this regard.
However, Federal Minister for Housing and Works Akram Khan Durrani informed the committee members that he will personally discuss the matter with the Interior Minister in a cabinet meeting to resolve it amicably. The committee was also briefed on the issue of the auction of apartments and commercial plots in sector G-13 in Islamabad. The officials told that although FGEHF has repeatedly requested CDA to buy these apartments from FGEHF in No-Profit price, CDA has not replied to any request letter. The committee decided to invite CDA in the next meeting to hear their perspective on the issue so that the matter could be resolved at once. The foundation officials also informed the committee members that the possession of remaining land of G-14 will be obtained within six months.
