Additional Chief Secretary Punjab Shamail Ahmed Khwaja reviewed matters of up-gradation of technical staff of Finance, Excise & Taxation, Communication & Works, Irrigation, Zakat & Usher and Livestock & Dairy Development Departments here on Thursday.
After considering the demand of Punjab Civil Secretariat Employees Association and reviewed in detail the recommendations of the sub-committee comprising Secretary Services, Secretary Regulations and Secretary Finance. He accorded approval to the 4-tier formula of up-gradation of the non-gazetted government officials.
According to the formula, class-IV employees including gardeners, gatekeepers and sweepers will be given first up-gradation after eight years instead of ten years of service. Second up-gradation will be given after 16 years, third up-gradation after 24 years and fourth up-gradation after completion of 30 years of service.
It is pertinent to mention here, in past, class-IV employees use to get only one up-gradation during the entire service. Additional Chief Secretary Punjab Shamail Ahmed Khwaja directed the members of the sub-committee to propose amendments in Provincial Service Rules to facilitate the process of up-gradation of technical staff of various provincial departments.
