Qamar Zaman Chaudhry, Chairman NAB chaired a meeting to review Training of Trainers (TOT), Refresher and Capacity Building Courses for NAB Investigation Officers/Case Officers/Prosecutors conducted till 31th May 2016 and planned for the remaining months of the year 2016 at NAB headquarters. During the meeting, DG Training and Research (T&R) informed that eight Training of Trainers (TOT) Course of 5 days duration at NAB HQ and 18 officers from BS-18-19 attended the courses.
He informed that 4 refresher courses for IOs/COs were planned during 2016. Out of 4 refresher courses, 2 refresher courses of two week duration have been conducted till 31th May 2016 in which 221 Investigation Officers/Case Officers attended the courses. He informed that two refresher courses for Prosecutors were planned during 2016. Out of two refresher courses, one refresher course of two week duration has been conducted till 31th May 2016 in which 47 Prosecutors have attended the course. He informed that three Inter-Regional Trainings were planned during 2016. Out of three trainings, one training of one week duration had been conducted till 31th May 2016 in which 29 officers/IOs/COs attended the training.
He further informed that six Capacity Building Courses for officers/Investigation Officers/Case Officers were planned during 2016. Out of six Capacity Building Courses, one capacity building course of two days duration had been conducted till 31th May 2016. He informed that nine in Land Trainings had been availed in collaboration with Foreign Agencies ie Australian National Police, British High Commission Asian Development Bank and UNODC during 2016. 49 NAB officers from Regional NAB's attended these trainings till 31th May 2016. He further informed that seventeen Training offered by the Academies of other law enforcement agencies, government department had been availed till 31th May 2016 in which 44 NAB officers /Investigation Officers/Case Officers attended these trainings. He informed that besides training of NAB Investigation Officers/ Case Officers/Prosecutors, NAB availed 27 training for its Secretaries, Managerial and Administrative staff from local Training Institutes like Secretariat Training Institute, Islamabad and Pakistan Manpower Institute etc.
He said that NAB attaches great importance to its Human Resource Development. Accordingly, a comprehensive yearly Training Plan for 2016 has been devised to ensure continued professional development of its officers/officials and Prosecutors. In order to ensure successful implementation of the Training Plan, it is equally important that trainers are fully capable and geared up to undertake this responsibility. He said Training Cells created at all Regional levels are primarily responsible to liaise and carry out the planned activities in their respective Regional Bureaus. Therefore, the Training of Trainers (ToT) program at NAB Headquarters was organised by the T&R Division NAB at NAB Headquarter.
He said that T&R Division has prepared the Training Programme for 2016 based on regional feedback and input of experts from other law enforcing agencies. The plan prepared by T&R Division was then discussed and refined at the highest level in NAB. He said that Course Contents have been revised / improved and Investigation Officer's Refresher Courses have planned for 2 weeks on part time basis, instead of 1 x week on full time basis to ensure 100% participation and to minimise disturbance in routine activities of Investigation Officers.
He said that during 2016 as compared to 2 such courses held last year, NAB has planned 6 x Capacity Building Courses, 06 x Staff Development Courses for officials and IT training and understanding of Monitoring and Evaluation System (MES) has added this year. He said our efforts are to apprise NAB officers/officials and Prosecutors about the importance of training. Also it is important that operational methodology is conveyed in uniform pattern which is prepared after due deliberation / consultation of all stakeholders. He said the NAB gives maximum attention / emphasis to training of its Investigation officers/officials and Prosecutors. We have decided that those courses like MCMC, SMC and MNC should be made mandatory for promotion in NAB. We have conditionalized the promotion of officers with above said training mandatory courses.-PR
