The government has planned to establish (anti) Drug Addict Centres, Detoxification and Rehabilitation centres, Dar-ul-Aman, and industrial homes during the current fiscal year 2016-17. The government plans expansion and strengthening of the social welfare services through mitigating and managing the socio-economic risk and vulnerability, official sources told APP.
The federal and provincial welfare development priorities included mainstreaming target population including women, children, youth, persons with disabilities, patients and senior citizen, etc to secure their livelihood and income opportunities, they informed.
The Annual Plan 2016-17 revealed that the government endeavours included continuation of the project `Helpline for Legal Advice on Human Rights', with the allocation of Rs 20 million for the current fiscal year.
Establishment of the National Institute of Human Rights at Islamabad, costing Rs 250 million and allocation for the on-going fiscal year is Rs 150 million.
Establishment of Centre for Social Entrepreneurship at the Ministry of Planning Development and Reforms Islamabad, costing total money of Rs 178 million and allocation of Rs 20 million for this financial year.
Upgradation of the National Special Education Centre of hearing impaired children from higher secondary to graduation level, Islamabad costing Rs 44 million with allocation of Rs 40 million for this year.
Construction of hostel for female federal government employees at the Walton Colony Lahore costing Rs 46 million and allocation of Rs 23 million for current fiscal year.
Establishment of Resource Unit for autistic children at the National Education Centre for special children Islamabad costing Rs 54 million earmarking Rs 20 million for 2016-17.
Repair and maintenance of the Aapara Community Centre Islamabad costing Rs six million and allocation equal to the cost.
During last fiscal year 2015-16, under the federal Public Sector Development Programme, an amount of Rs 20 million was allocated for implementation of two projects of human rights and women development.
Out of this, Rs 13 million was utilized during the year for the establishment of a `Helpline for legal advice on violations of human rights' by the Ministry of Human Rights. A special education project `Upgradation of National Special Education Centre for Hearing Impaired Children from Higher Secondary to Graduation Level, Islamabad', was planned with a cost of Rs 44 million. Out of this, Rs 11 million could be utilized.
