To ensure better service delivery, financial management & accountability, the provincial government, like in other sectors, also initiated significant reforms in Khyber Pakhtunkhwa Finance Department during the last three years.
Finance department published citizens' budget with an aim to help non-specialist readers understand Public Finance Information and government priorities. Citizens' budget is available on the website of Finance Department.
Moreover, for linking policy, planning and budgeting, the government introduced mid-term budgetary framework and translated it in the budget strategy paper (BSP). On the basis of this, the government communicated its three year's budget strategy to all departments, according to official handout issued here on Tuesday.
These reforms, enabled government to prepare output based budget thus to ensure better service delivery. One of the important initiatives is the establishment of internal Audit Cell in major departments to ensure better financial management and timely course correction within the departments. These internal audit cells are the eyes and ears of Principal Accounting Officer in the department and suggest measures to ensure transparency and fair play.
Enhancing revenue and efficiency in expenditure is a major concern for the provincial government. The government of Khyber Pakhtunkhwa constituted sectoral co-ordination committee on enhancing the fiscal space for development as a forum for collaboration between the revenue raising departments and with the development partners under the umbrella of strategic development partnership framework (SDPF).
This SDPF was adopted three years' back with an aim to create synergies for gearing up the socio-economic development through concerted efforts by the government and its development partners. Yet another reform undertaken by the government in the financial sector is the establishment of KP Revenue Authority (KPRA) to increase tax base.
To regulate public procurement process and ensure transparency Khyber Pakhtunkhwa Public Procurement Regularity Authority (KPPRA) was established. This is an autonomous body capable of providing legal and regulatory framework to provincial government departments for procurement. Procurement rules 2014 have also been notified.
