All valuation rulings of the Directorate General of Customs Valuation Karachi have been timely uploaded on the Web-Based One Customs (WeBOC) clearance system on the same day of issuance for accurate assessment of customs duty on the imported items. Sources said on Tuesday that the DG of Customs Valuation Karachi has informed the FBR in this regard.
According to the Directorate, the FATE Wing of the FBR has allocated a separate slot for valuation department. The detailed requirements for populating the Valuation slot were provided but the same has not been completed yet. For determination of customs values, stakeholders meetings are scheduled at this Directorate General. Usually stakeholders are identified from the import data but frequently traders claim that they could not get notice or the same was received very late and they could not prepare themselves. The requisite information may be displayed in the attached format, sorted on "Date of Meeting". The dates which have already passed shall be deleted. The Directorate General may be given access to populate and update this table.
All valuation rulings are uploaded on the WeBOC system the same day, they are issued. This Table is up-dated almost daily by the Valuation Department. WeBOC has all information relating to current and previous valuation rulings with a 'start-date' and 'end-date'. We need to display valid valuation rulings information in the format with searchable criteria, directorate said.
This Table can be populated from the WeBOC system on real time basis. Only such valuation rulings which have 'End-Date' over 'Today' shall be displayed so that old valuation rulings may not be visible. However, as detailed information is required by many stakeholders, it will be appropriate to upload existing Valuation Rulings in PDF format. In view of it all existing Valuation Rulings are hereby forwarded in CD annexed with this letter. An index with appropriate hyperlinks is also created which may be displayed appropriately for easy access. It is noteworthy that Valuation Rulings are issued almost on daily basis, so there will be need to regularly update this link by uploading the fresh Valuation Ruling and deleting corresponding old Valuation Ruling on almost daily basis. The Directorate General may be given access by the FBR to update this link.
The directorate General is developing a valuation database regarding items which are generally prone to under-invoicing. This database will be made available on the WeBOC system and would be populated and updated by the Valuation Department. We need to display this information in the attached format (Annex-V of the May 27 letter) with searchable criteria. This table can be populated from the WeBOC system on real time basis. Only such PCTs in the Valuation Database which have 'End-Date' over 'Today' shall be displayed. First updated list will be e-mailed to the webmaster accordingly.
Keeping this in view, it is requested to upload information of valuation rulings and may be given access for uploading meetings and other related information. It is requested to kindly depute and send the concerned development manager PRAL to Karachi for 2 days, directorate added.
