Chief Minister Khyber Pakhtunkhwa Pervez Khattak said that his government would formally inaugurate Mass Transit in Peshawar approximately in the month of November and directed the quarter concerned to fulfil all the requirements in this regard. These views were expressed by him while presiding over a cabinet meeting here at Civil Secretariat Peshawar.
The cabinet approved Mass Transit Authority to be chaired by Chief Minister and the Minister Transport will be the co-chairman, while ACS, Secretaries Transport and Finance, three other members from the society with one lady and technical and experts will be the other members of the authority. The authority would oversee the functions and regularity aspects of the authority.
The Chief Minister asked the local government to send its recommendations, if any. The cabinet formally approved the establishment of Mass Transit Authority. A fleet of hundred buses would be inducted to ease out vehicular traffic in Peshawar The Chief Minister directed against any delay and the department should start working paper to immediately put on ground the planned project.
He directed to prepare a base line for the construction of sport complexes. However, he directed there should be a comprehensive leasing formula with 10-year increase annually. He directed that Akbar Ayub will sit with Chief Secretary, prepare comprehensive policy guidelines so that next cabinet meeting could approve it for future course of action. The lease period can be increased from the earlier 15 years to more flexible approach of 33 years.
He further directed to have a complaint redressal mechanism by KPPRA. Today's approval of certain amendments in Act approved by cabinet it would have more space for the complaint redressal. The Chief Minister directed that there should be a timeline for the preparation of laws, regulations and the subsequent notification. The department concerned would be accountable for finalization of rules of business and relevant regulatory framework. A summary based on concrete recommendations spelling out the future course of action and the functions of the KPPRA should be sent for approval.
Pervez Khattak remarked that the KP Public Private Partnership Act 2014 wherein the cabinet discussed certain amendments needed to be fine tuned. He formed a committee to be headed by Minister Finance to see it and prepare a report. He said that for the efficient system, the relevant minister needed to exercise his powers. His government has given a system and a clear direction identified and only way out is that the system must deliver in the best public interest.
The Chief Minister in the cabinet meeting directed for the formation of a committee for the checking of prices of medicines, spurious drugs and prices of the essential commodities of daily life. His government wanted to give a permanent solution to address this issue. He remarked that the importance and utility of foreign training cannot be ruled out and directed that the knowledge and training of these trainings should be for the betterment of the department concerned.
The Chief Minister directed for the formation of a committee comprising Shah Farman, Qalandar Lodhi and Abdul Munim who would recommend the creation of Zone-VI which the cabinet conditionally approved. Regarding the ad hoc lecturers in FATA, the Chief Minister asked the education minister to sit with Chief Secretary to find out legal way out in this regard. He directed against the direct release of advertisement to media adding that the information department would release government advertisements to both print and electronic media.
He directed to involve TMAs in traffic engineering that should be planed, owned and implemented by respective TMAs. He directed against the over speeding and juvenile bike riding adding that the police must contact their parents to check it. Moreover, he directed the education department to have the recommendations from different quarters demanding incorporation of different trends in the curriculum. The board will examine these recommendations.
The Chief Minister further directed the transport and police to show whether they have formed a free corruption and foolproof system for the issuance of driving licences and they have to prove it otherwise the next most option will be to outsource it. At the moment, transport department would continue issuing licences for commercial purposes and police for the non commercial purposes. He hoped that the cabinet decision for the establishment of institute of Management, Information Technology and Engineering will go a long way in producing professionals in the field who would serve this province more efficient.
