Point of Order, sir. This House has not been constituted in accordance with the provisions of the constitution. I will refer to clause (2) of Article 59 which says: "Election to fill seats in the Senate allocated to each province shall be held in accordance with the system of proportional representation by means of the single transferable vote". Now here sir, proportional representation means, and the idea behind this was that the strength of all the parties in the Provincial Assemblies should be reflected in the Senate.
