The total number of units lost in the distribution system during the last three years stand at 49,831 million kilowatt-hour (m.kwh) while units lost in Peshawar Electricity Supply Company (PESCO) are the highest with 11,853 m.kwh and lowest are in the Tribal Electric Supply Company (TESCO) with 932 m.kwh. Minister for Water and Power Khawaja Muhammad Asif informed the National Assembly on Monday through a written reply of a question asked by MNA Syed Naveed Qamar.
According to the details, Lahore Electric Supply Company (LESCO) suffered a total unit loss of 7,975 m.kwh; Gujranwala Electric Power Company (GEPCO) 2,648 m.kwh; Faisalabad Electric Supply Company (FESCO) 3,685 m.kwh; Islamabad Electric Supply Company (IESCO) 2,566 m.kwh; Multan Electric Power Company (MEPCO) 7,218 m.kwh; Hyderabad Electric Supply Company (HESCO) 4,169 m.kwh; Sukkur Electric Power Company (SEPCO) 4,955 m.kwh and Quetta Electric Supply Company (QESCO) 3,830 m.kwh in the last three years.
Further breakdown of the units lost in the last three years by all the 10 power distribution companies show that the total number of technical units lost are 39,197 m.kwh and non-technical units lost are 10,634m.kwh.
To another question, the minister said that Pakistan got US $12.36 million loan from Asian Development Bank (ADB Loan No 2727-Pak Tranche-II) for a total number of 17 subprojects; Extension/Augmentation of power transformers at various 132 grid stations in Balochistan, US $81.95 million (ADB loan No 2972 - Pak Tranche -III) for a total number of 6 subprojects including transmission lines and power transformers and US $10.35 million (ADB loan No 3096 - Pak Tranche-IV) for a total number of 23 subproject Extension/ Augmentation of power transformers.
He said that a total of US $40.73 million expenditure had been incurred on the above mentioned projects during the tenure of the present government and all these projects will be completed by the end of 2016. The minister said that during the year 2013, power drawl capacity of QESCO network was 650 MW. After commissioning of 220KV D/C transmission lines Dadu-Khuzdar and D.G Khan-Loralai during June and August 2014 respectively power draw enhanced to 900MW and after completion of ongoing projects namely 132KV D/C Loralai-Quetta and Khuzdar-Mastung during Sept-Oct, 2016, the network capacity will be enhanced up to 1600MW, he said.
He said that in terms of percentage enhancement the capacity would be 60 percent before the end of year 2016. Giving details of year-wise average rise in per unit cost of electricity in the country, the minister informed the house through a written reply that average per unit consumer end cost during the year 2010 was Rs 9.38 with increasing trend up to the year 2013 due to hike in oil prices in the international market. He said that average per unit consumer end cost during the year 2011, 2012 and 2013 was recorded at Rs 9.97; Rs 12.95 and Rs 13.23, respectively.
However, in the regime of present government average consumer end cost has decreased to the level of Rs 12.95 in 2014; Rs 12.50 in 2015 and Rs 10.84 in 2016 due to favourable generation mix and hectic efforts and effective measures. In addition, negative fuel price adjustment has further reduced effective tariff of end consumers, he said.
Minister of State for Water and Power Abid Sher Ali told the National Assembly that India was not fully abiding by the provisions of the Indus Water Treaty in its letter and spirit. "India is constructing a number of run-of-river hydroelectric plants on the western rivers," he said, adding that these plants are mostly in violation of the design criteria specified by the Indus Water Treaty.
He said all the cases, where the violations are being noticed the issues are being taken up with India for amicable resolution at the level of Permanent Indus Commission. He said in case of failure at the government level to resolve the issues, the cases are referred to the World Bank for appointment of neutral experts or the Court of Arbitration as per the provision of the treaty. Abid Sher Ali said that the government is fully cognisant of all the issues and they are being taken up at appropriate forums according to the procedure laid down in the treaty.
