Sindh Chief Minister Syed Murad Ali Shah has approved Rs8 million for establishment of a 'Forensic Laboratory' and directed relevant officials to arrange suitable land in the city for that forensic lab for explosives.
This decision was made at a preparatory meeting for the forthcoming apex committee meeting at the CM House on Monday. Murad Shah presided over while his advisor Murtaza Wahab, chief secretary Siddique Memon, IG Sindh Police AD Khwaja, Home Secretary Shakil Mangnijo, Additional IG CTD Sanaullah Abbasi, Additional IG Karachi Mushtaq Maher, Commissioner Karachi Aijaz Khan, Advocate General Zameer Ghumro, Prosecutor General Shahadat Awan and others attended the meeting.
The chief minister reviewing the decisions of the last Apex Committee dated August 31 noted that Forensic Lab was to be established. The IG Police AD Khwaja said that he was searching for a good peace of land at a secure area for forensic lab. However, he informed the establishment of lab needed Rs8 million from the Sindh government. The chief minister approved the amount and directed IG Police to go ahead.
The chief minister said that the Apex Committee had issued NOCs to welfare organisations to collect hides on Eidul Azha on the condition that they would get their accounts audited. He sough their progress report. On this chief secretary Siddique Memon apprised he had issued directives to the Commissioners. The Commissioner Karachi, Aijaz Khan elaborated he had issued 687 NOCs to welfare organisations for collecting hides.
The chief minister directed him to issue them instructions to get the amount they had generated by selling the hides audited. "This was the condition of the NOC, therefore government must know how much amount they had generated and where they utilised," he said.
On under-construction Anti-Terrorism Courts (ATC), the chief secretary said that six buildings were ready at Karachi Central Jail where courts could be housed. The IG police AD Khwaja said that he had deputed a force of 600 policemen, known as jail police, to escort the under trial prisoners (UTPs) from central jail to ATC Courts at Clifton for their hearings.
On this, the chief minister said that it was quite risky and sensitive to send UTPs of the ATC cases from central jail to ATC courts Clifton for hearing regularly. When the UTPs of terrorism cases reach there (ATCs) they stay there for few hours that was also dangerous.
"I would suggest you to shift six ATCs from Clifton to the newly-constructed courts at the Karachi Central Jail for security reasons," he said adding that at this stage when we were at war with terrorists and enemies of the country we could not take such a high risk. He was told that within next three months 14 other court buildings would be ready for new ATC courts.
Shah directed his principal secretary Naveed Kamran Baloch to co-ordinate with contracting firm and get the 14 ATC buildings ready within next three months.
On another Apex Committee decision regarding establishment of anti-riot unit, the IG Police said that he had initially raised two anti-riot units, one in South Zone and other one in Hyderabad with 300 cops. Home Secretary Shakil Mangnijo said that he was working on the establishment of anti-riot units at divisional headquarters. On this the chief minister directed IG and Home secretary to establish one more unit Karachi.
Chief Secretary apprised the meeting that he had issued necessary directives to all the commissioners to monitor purchase and sell of the explosive in the market and keep him posting the reports time to time.
He said that the Excise & Taxation Department began consultative process on introduction of new number plates with security features, including tracking system in all kind of vehicles and bikes. The chief minister directed him to expedite the process and implement it.
The IG police told the chief minister that 1100 force for CPEC projects security was raised while the recruitment fort remaining 900 was in progress.
Earlier, the IGP and Additional IG CTD police Sanaullah Abbasi briefed the chief minister on the Nazimabad incident. They told him that some suspects were arrested and the incident was being investigated with different angels. On this, Murad Shah directed the IG police to co-ordinate with other agencies and get this case solved. "It is fourth incident one after the other and cannot be ignored," he said and directed him to show the progress.
