Chief Minister Khyber Pakhtunkhwa Pervez Khattak presided over a meeting that finalised 24 demands of the Senate Special Committee, the provincial government made to the federal government.
The Chief Minister said his government was doing all within its limits to get the constitutional rights of the province. He directed the official concerned to co-ordinate effectively, get prepared for the constitutional rights of the province within the ambit of constitution and law. He also directed against the wastage of time as his government has already tracked the province on the road to sustained growth.
The meeting of the special committee attended by Senator Noman Wazir, Senator Shibli Faraz, Provincial Minister for Law Imtiaz Shahid Qureshi, Chief Secretary, Secretaries of provincial departments for Energy, Inter Provincial Co-ordination, Excise, Finance, Home, Industry, Irrigation, P&D, Relief and Transport and other concerned officers gave a detailed briefing and presented to the Chief Minister all the recommendations of different departments. The Chief Minister agreed to the recommendations with some minor amendments.
Chief Minister was for a permanent solution to the share of the province on net hydel power generation. "AGN Qazi Formula is the best and permanent solution to this issue which was approved by the CCI", he added. Pervez Khattak directed to work on the recommendations of the AGN Qazi formula and send a summary in this regard. He also agreed to the recommendations for the constitutional right of the province to get loan under Article 167 of the Constitution. He also directed to also incorporate hydel power and other projects in the whole scheme of things.
The Chief Minister also directed to make recommendations for the distribution and use of 100 MCFD and this should be made part of the agreement that the provincial government wanted to use gas for power generation for the industrial consumption in the province. He further directed to also make recommendations under article 161(1) (b) of the constitution to levy Federal Excise Duty on oil, the payment and the repayment mechanism. If the federal government failed to enforce it then the federal government should allow the provincial government to levy it by itself.
Khattak further directed to keep on updating on the issues of windfall levy on oil and gas and other issues. He himself would talk to the federal government in this regard, he added. The Chief Minister also agreed to the recommendations for incorporating different schemes in the trade and energy corridor that included ten projects in hydel power, industrial parks in Hattar, Rashki and DIKhan, up-gradation of Khwaza Khela Bisham road, setting up of tracking terminals, Abbottabad Bypass and so on.
The Chief Minister also agreed to the recommendations of the committee that included sovereign guarantee on hydel power and other projects, special package for the security of Khyber Pakhtunkhwa, financial support for damage need assessment, the participation of Chief Secretary in the meetings of all CCI, provision of special incentives for the industrial units in Khyber Pakhtunkhwa and the NFC award.
Pervez Khattak also agreed to the recommendations against loadshedding adding that the federal government would have to supply 13.5 % share of electricity to the province, sharing of schedule of the production and distribution of electricity. The Chief Minister hinted that the provincial government would spurn into action against the power theft provided the recommendations of the provincial government are incorporated in the TORs.
He also stressed for the up-gradation of infrastructure of the electricity in the province. He also directed to send a letter for the royalty of the province on LPG. If this was not resolved then the provincial government would have no other option but to knock the door of the court.
He also directed to pursue the realisation of reflected PSDP scheme for the Chashma Lift Irrigation scheme as per commitment of the prime minister, for, the provincial government would share 30% and the federal government would provide 70% for Chashma Lift Irrigation Scheme that will bring almost 300,000 acres of barren lands under cultivation. He also directed to keep on raising the roads communication schemes of the NHA falling in Khyber Pakhtunkhwa so that these are completed within time, he concluded.
