The US International Trade Commission has determined that US steel pipe manufacturers were not injured by standard pipe dumped by Vietnam and subsidised by Pakistan, but the ITC gave the green light to impose dumping duties on Oman, Pakistan and the United Arab Emirates. Because of the ITC's partial negative determination that the circular welded carbon-quality steel pipe was not injurious to US manufacturers, the zero-113.18% dumping duties the Department of Commerce found in October on Vietnamese pipe will not be finalised.
The 64.81 percent subsidy rate on pipe from Pakistan will also not apply. The ITC commissioners unanimously determined that imports of these products to be negligible. The 11.8 percent dumping margin on Pakistani pipe, however, will be formalised. The 7.24 percent dumping margin on standard pipe from Oman and 5.58-6.43 percent dumping margins for the UAE will also be finalised.
South Korea, the UAE and Vietnam were the top exporters of standard pipe to the US in 2015. In 2015, apparent US consumption of standard pipe was $1.6 billion, and US producers shipped $867 million of standard pipe, according to the ITC. Bull Moose Tube, EXLTUBE, Wheatland Tube and Western Tube & Conduit petitioned for the investigations on October 28, 2015. There were nine standard pipe producers in 2015.
