Following the orders of the Supreme Court, Sindh government on Thursday decided to conduct sixth population and housing census from March 15 that will be completed in two months Presiding over a preparatory meeting regarding the preparation of the CCI meeting, Sindh chief minister Syed Murad Ali Shah was also briefed on the arrangements for census.
He was informed that there would be 931 census charges, 5120 circles, 38634 blocks and 44685 census areas in Sindh. Some 27905 staff members including enumerators led by 5120 supervisors and 931 superintendents would conduct census. Shah said that he would support conducting of population and housing census at the meeting of the Council of Common Interest (CCI) being held in Islamabad today.
"I shall protect the constitutional rights of Sindh and its people," he said. Murad Shah was informed that as per orders of the supreme court, 6th population and housing census would be held on March 15 and that would be completed in two months. It was proposed that the field operation be carried out simultaneously in each province. Phase-II would begin after 10 days of the completion of the first phase. Two blocks will be covered by one enumerator in each phase and one soldier will accompany each enumerator. The enumerators and supervisor will be from education, local government and revenue departments. The deployment scheme was finalized in consultation with the staff with divisional commissioners and assistant commissioners (census district officers). The training programme of the assigned field staff has begun by their visits to the relevant venues while the appointment of more field staff (teachers) was also in progress.
The population and housing census has been listed in the agenda of the CCI meeting. The chief minister said that he would extend full support whatever is required for this purpose. Murad Shah was also informed that there would be 931 census charges, 5120 circles, 38634 blocks and 44685 census areas in Sindh. The other agenda of the CCI meeting include: higher education and other similar bodies, formulation of national flood protection plan, import of Liquefied Natural Gas (LNG), allocation of national security fund, FATA reforms programme, national forest policy, transfer of national electric power regulatory authority (Nepra) from cabinet division to the ministry.
The chief minister said that the provincial government had drafted two laws and two legislations. The first legislation was aimed at devolution of the HEC and other one for the establishment of a commission for standards in higher education. He said that he had sent the draft legislation to other provinces for their views.
He also pointed out that the federal higher education commission has huge budget which it gives directly that is wrong because according to Sindh CM, the federal HEC should give funds to the universities through provincial universities and boards of education. On formulation of National Flood Protection Plan-IV (2015-25), he said, the provincial governments were competent to make their plans and federal government should finance them. "This was a resolution once passed by the national assembly and it should be implemented accordingly," he said, adding that he would support the plan if the suggestions of the provincial government were incorporated.
