Prime Minister Nawaz Sharif Monday brought five key regulators/regulatory bodies including Oil and Gas Regulatory Authority (OGRA) and National Electric Power Regulatory Authority (NEPRA) under the administrative control of relevant divisions/ministries. Sources said that transfer of regulatory authorities from the Cabinet Division to the respective line ministries was also on the agenda of Council of Common Interest (CCI) meeting but it was not taken up for the reasons best known to the government.
According to the notification issued by the Cabinet Division on Monday, the Prime Minister has transferred administrative control of five regulatory authorities from the Cabinet Division to the relevant divisions. Through the said notification, National Electric Power Regulatory Authority has been brought under the administrative control of Water & Power Division. Pakistan Telecommunication Authority would now work under the administrative control of Information Technology and Telecom Division. Frequency Allocation Board has been brought under the administrative control of Information Technology and Telecom Division. The Prime Minister has transferred administrative control of Oil & Gas Regulatory Authority (OGRA) from Cabinet Division to Petroleum & Natural Resources Division. Likewise, Public Procurement Regulatory Authority would work under the administrative control of Finance Division.
The Cabinet Division notification added that necessary amendments in the Rules of Business, 1973 will be made accordingly. The Cabinet Division has sent the said notification, effective from December 19, 2016, to the secretaries of Water & Power Division, Information Technology & Telecom Division, Petroleum & Natural Resources Division, and Finance Division.
Following is the text of the notification issued by the Cabinet Division: In terms of rule 3 (3) of the Rules of Business 1973, the Prime Minister has been pleased to transfer administrative control of the following regulatory authorities from Cabinet Division to the divisions mentioned below against each name:
