In order to make the system transparent in Punjab there are two systems being introduced in the induction of government servants: one is Public Service Commission and the other one is NTS. There is a large number of inductions in health and education sector, 76 thousand in health sector while 21 thousand doctors and 6 thousand nurses and 15 thousand police officers are being inducted without the interference of any political or non political forces so that the deserving gets the right position.
This is the only reason why today one can witness a common deserving man at a right place either it be a civil officer or another posts, it's all because of the transparent merit policy in Punjab.
The story starts as consequent upon receipt of letter dated 09.12.2016 from Project Director (LRMIS) regarding irregularities/illegalities in the hiring of staff of Land Record Management and Information System. Senior Member Board of Revenue Punjab, directed Mr Liaqat Ali Bhatti Secretary (Revenue), Board of Revenue Punjab, being ex-officio director Anti-Corruption Establishment to conduct a threadbare enquiry regarding irregularities/illegalities in the recruitment of staff at Land Record Management and Information System (LRMIS).
As a result of enquiry case FIR No 11/2016 dated 15.12.2016 u/s 420/466/471/109 PPC & 5(2)47 PCA P.S. DACE, Punjab, was registered on the allegations that the Government of the Punjab accorded approval on March 2016, for hiring of additional 477 Service Centre Official. The recruitment process was completed by Land Record Management and Information System (LRMIS) Project Management Unit (PMU), Board of Revenue, Punjab in August 2016 and a total No of 452 officials joined LRMIS after issuance of offer letters. Afterwards due to complaints against the recruitment of officials of Service Centre, it has been decided by the department to conduct an inquiry in a transparent manner.
During departmental enquiry Ossama Bin Saeed Provincial Information & Communication Technologies Manager (PICTM) stated that upon the direction of competent authority he conducted typing test of 448 Service Center Officials who were recruited during the year 2016, and the candidates finally selected for the said posts of service words per minute and were found below the average. They have even completed their training. He further submitted that the recruitment of Service Center Officials was processed by Human Resource Wing of Land Record Management and Information System. During the period of above said recruitment Rao Nadeem Akhtar was Director Operations and Maqbool Ahmad Dhawla was Deputy Project Director. Ali Usman, Human Resources Specialist put up a note dated 01.10.2016 with the recommendations to issue offer letters to the selected candidates. The said note was endorsed by Leeza Riaz human resource manager and Rao Nadeem Akhtar Director Operation vide note dated 04.10.2016 and Maqbool Ahmed Dhawla, the then Deputy Project Director approved the same himself without authority vide note dated 04.10.2016. The whole process ie from intension of recommendations upto approval of same was completed on the same day ie 04.10.2016. This clearly reflects convenience of accused person in making bogus recruitment of service centre official preparing fake documents. Here we can say fake documents mean bogus test result of typing so that case FIR has been registered against Director Operations Rao Nadeem Akhtar, Deputy Project Director Maqbool Ahmed Dhawla Human Resource Specialist Leeza Riaz and Ali Usman, Service Center Haroon Faiaz, six Assistants including Muhammad Tariq Faiz ul Hassan, Amir Ameen, Mubashir Riaz and Hafiz Komai. This was a sensitive issue so investigation of the case has been transferred to Anti-Corruption Establishment Lahore Region. ACE arrested Deputy Project Director Maqbool Ahmed Dhawla, Human Resource Specialist Ali Usman, Assistants Muhammad Tariq, Hafiz Komai. Mubashir Riaz, Faiz ul Hassan. Anti Corruption Establishment is working at best pace to fix the elements involved in corruption, embezzlement and misappropriation. Provincial Law Minister Rana Sanaullah, along with Director General Anti Corruption Establishment Punjab Muzaffar Ali Ranjha, in a crowded press conference at office of Directorate General Public Relations explained media that Government of Punjab would never compromise over transparency. All projects of government of Punjab are itself role model of transparency which has been testified by international institutions. In this course will not let anyone interrupt the procedure of transparency. Our policy is zero tolerance and indifferent action against corruption. He also said that the embracement on the face handcuffed criminal was itself speaking his guilt. What a shame will it bring to the family of convict, his children, wife, especially his mother.
