Having a dollar account with a bank, I returned more than disappointed from the bank on January 24 when I went there to have a cheque cashed-the reason being the new "blue" dollar.
All I wanted was to cash some dollars, but was confronted with the information that (1) there were two types of dollars available in the market, "old" and "new," and that (2) the latter type, called the "blue note," has a higher conversion rate-higher, that is, than the old notes. The bank refused to issue the "new" notes to me, saying their supply by the central bank is limited and told me I was free to take the matter to the State Bank or anywhere else I chose to.
So I called the State Bank at phone number 39217334-9, only to be told that the central bank has control over neither private banks nor money changers, who refuse to accept the old notes or take them only on rates lower than those for the new notes. The State Bank is aware of this. This is clear violation of the rights of account-holders like me. Can't the authorities act to stop this kind of exploitation?
