Scrapping the first tender, the Trading Corporation of Pakistan (TCP) has issued fresh tender for procurement of 10,000 tons of rice for export to Sri Lanka. Sources toldBusiness Recorder that, in the second rice tender, the state-run grain trader has changed the variety of rice from Basmati to IRRI as the Basmati was much costlier than IRRI. Now, the TCP has invited bids for procurement of Long Grain White Rice (IRRI-6), while previously bids were invited for Long Grain White Rice (PK-386).
The TCP opened the first rice tender on February 20, 2017 and received a poor response as only four parties submitted bids ranging from Rs 69,492 per ton to Rs 90,000 per ton Cost, Insurance and Freight (CIF) basis for partial quantity. As Long Grain White Rice (IRRI-6) is cheaper than Long Grain White Rice (PK-386) but quality is almost same, the federal government has decided to export IRRI-6 as gift to Sri Lanka. Price differential between these two verities of rice is almost 45 percent; therefore first tender has been scrapped to issue fresh tender for procurement of IRRI-6 instead of PK-386, they added.
The TCP has invited sealed bids (under clause-42(d)(iii) of the Public Procurement Rules, 2004) on Cost Insurance and Freight (CIF) basis from companies/partnership/sole proprietors dealing in export of rice, for donation of 10,000 tons Long Grain White Rice (IRRI-6) to Sri Lanka in the shape of containerised bagged cargo packed in 50-kg polypropylene (PP) woven bags as per specification provided in the bidding document.
However, according to tender document, the companies that are blacklisted by any government department/agency including TCP are not eligible to participate in the tender.
The bids will be submitted by a bidder for a minimum quantity of 2,500 tons or multiples hence, with a maximum quantity of 10,000 tons for Long Grain White Rice (IRRI-6).
The TCP has asked interested parties to submit/drop their bids, in sealed envelope in the tender box by 1030 hours on March 6, 2017. The bids received will be opened on the same day at 1100 hours in the TCP's Board Room in the presence of bidders or their authorised representatives, who may wish to be present. In order to consult with interested parties, a pre-bid conference will be held today (March 3, 2017) in the Board Room. As per the tender requirement, each bag of IRRI-6 will be printed with black ink except the Pakistani flag.
