The sub-committee of National Assembly Standing Committee on Interior and Narcotics Control on Friday expressed serious displeasure over non-serious attitude of Ministry of Interior as well as absence of its senior officials from the meeting.
The sub-committee which met with its convenor MNA Naeem Kishwar Khan in the chair, stopped the proceedings of the meeting when one of the members of the committee said, "As per rules, ministries are bound to designate their senior officials for standing committees, so we can not further continue with the meeting proceedings as the Ministry of Interior has designated a section officer, instead of a joint secretary."
On this the convenor postponed the meeting and decided to send a displeasure note against the Ministry of Interior to the Speaker National Assembly and Interior Minister Chaudhry Nisar Ali Khan.
MNA Salman Khan Baloch said that disrespecting the standing committee is actually disrespect to the Parliament. The Ministry of Interior did not take serious the committee meeting, therefore, the displeasure note should be sent to the Speaker National Assembly in this regard. He said the Ministry of Interior is not co-operating with the committee and he will raise this issue in the House.
Earlier, the committee passed "The Births, Deaths and Marriages Registration (Amendment) Bill, 2016" moved by MNA Asiya Nasir. Asiya Nasir said that the main objective of this bill is to ensure that there is a formal and proper centralised system of database which keeps all record of births, deaths and marriages, so that it is easier to trace records of the citizens. Non-registration of marriages and births is against the right to inheritance, she further said.
She said that she proposed the amendment in Article 10 of Births, Deaths and Marriages Registration Act, 1886 (No VI of 1886) with insertion of article 10A. The Registrar General shall ensure complete information of the registration of births, deaths and marriages to the National Database and Registration Authority (NADRA), as prescribed under section 21 of the National Database Registration Authority Ordinance, 2000 (VIII of 2000).
Director NADRA Major Shahzad (retd) said that NADRA has already provided a proper system to provinces for registration of marriages, births and deaths and authority supports this bill. "If provinces take responsibility for sharing data related to marriages, births and deaths, the NADRA has no objection to it," he said, adding that the authority has informed Ministry of Interior in this regard.
The committee also discussed "The Federal Witness Projection Bill, 2015" moved by Ayesha Syed. The committee was informed that the government is working over a similar kind of bill and if at this stage the committee passes the bill moved by a private member, it would create legal problems. The committee decided for pending the bill till the government finalise the proposed bill regarding witness protection.
